**OVERVIEW** ------------ Parent Sector : Field Office Duty Station: Bangkok Job Family: Natural Sciences Type of contract : Non Staff Duration of contract : From 1 to 6 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 15-AUG-2024 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the supervision of the Director of the UNESCO Regional Office in Bangkok, the incumbent will assume high-level responsibilities, ensuring alignment with strategic objectives and bringing critical input to the coordination and implementation of the project “Enhancing sustainability of the Transboundary Cambodia - Mekong River Delta Aquifer”. This is a bilateral Global Environment Facility International Waters (GEF IW) project between Cambodia and Viet Nam focused on the improved transboundary management of the shared Cambodia-Mekong Delta Aquifer (CMDA). The project objective is “to strengthen environmental sustainability and water security in the Lower Mekong Basin by investing, for the first time, on improved governance and sustainable utilization of the Cambodia-Mekong River Delta Transboundary Aquifer”. The incumbent will be responsible for: - Lead on the implementation of the CMDA work programme, ensuring its alignment and contribution to UNESCO’s strategic objectives; monitor the execution rate of the project to ensure optimal use of funds and resources in line with results-based budgeting principles; - Develop and foster synergies and coherence across programmes and modalities of interventions (training, research, capacity building, and technical assistance); particularly with the project “Groundwater resources in the Greater Mekong Subregion: Collaborative management to increase climate change resilience”, funded by the Adaptation Fund. - Provide expert oversight for a smooth management of the project, in close collaboration with UNESCO Phnom Penh Office and UNESCO Hanoi Office. This includes facilitating timely implementation of project activities, providing technical inputs for contracts, ensure project contracts are in compliance with organizational standards and alignments with project objectives, formulating project work-plans and progress reports, ensuring alignment to approved budgets, and conducting and monitoring the project evaluation and management framework to ensure that results are aligned with performance indicators of the project. - Collaborate closely with the UNESCO field offices in the region (Viet Nam, Cambodia, Thailand), with the national project officers and experts, with the regional hydrogeologist and with UNESCO headquarters (HYD/GSW). - Lead the preparation and implementation of the CMDA project activities related to the shared Cambodia-Mekong Delta Aquifer. In particular, the incumbent will: - Design and conduct capacity-building workshops, training material and data collection; - Coordinate the collection of data and inputs from senior experts for the preparation of policy papers about best practices in groundwater governance and management of transboundary aquifers; - Provide critical inputs in the preparation of workplans and project documents for the reporting to International Union of Conservation of Nature (IUCN) and GEF; Assist in the organization of experts’ meetings and training/capacity building events; - Establish, maintain and enhance outreach and communication tools, including the production of key publications and documents; - Monitor and report on the activities by providing assistance on the gathering of information and updating of the project database. - Execute any other relevant tasks as assigned by the Director of the UNESCO Regional Office in Bangkok. Work Experience • At least 10 years of relevant professional experience in groundwater, cooperation and governance, acquired in an academic, governmental, multilateral, or civil society organization. • Proven policy, advisory, and advocacy experience and track record of engagement with senior officials in the United Nations, government, funding agencies, or non-governmental organizations. • Experience in programming and project management such as programme design and results monitoring, budget implementation, and oversight in areas related to waters resources management, transboundary cooperation and governance. Languages • Excellent knowledge (spoken and written) of English. **DESIRABLE QUALIFICATIONS** ---------------------------- Education • Ph.D. in hydrogeology, environmental sciences, hydrology, water resources management, transboundary cooperation, governance, or other related disciplines. Work Experience • Professional experience within an international environment or in the UN system. • Experience in groundwater management related initiatives; with experience in policy, governance and transboundary cooperation.
