A review of current business models with the specific aim of making them fit for purpose is one of the key drivers of accelerated action for children. The Division of Human Resources (DHR) is taking a renewed approach of transforming HR and bringing in more efficiency by reducing its current footprint in New York and being closer to clients.

DHR would like to engage a Consultant for 3 months starting in June 2021 to lead the Location Analysis of cities for consideration as a potential location for hosting DHR. The work will be done remotely from the location of the selected Consultant.

The Consultant will report to the Chief – Analytics & Operations/DHR and will work closely with the different teams and coordinate and liaise with various internal and external stakeholders as required.

How can you make a difference?

  • Review past and available studies conducted for other UNICEF offices, specifically on change management and/or relocation exercises.
  • Analyze the results and criteria used in past and available studies and their relevance to DHR’s plan of reducing its footprint in New York. Collaborate with the concerned UNICEF offices for which the studies were conducted to leverage on their experiences, including constraints, lessons learned and best practices in the selection of a location. Update the information as may be necessary.
  • For potential cities for which no past or available studies have been conducted, obtain relevant information from the concerned UNICEF offices and/or other sources using the same criteria as in past studies. Other relevant information may also be obtained if necessary to support the analysis. Consult and engage with relevant UNICEF Regional Directors/Division Directors located in those cities
  • Prepare a mapping of all information gathered for cities from past studies and information for new cities provided by UNICEF offices and/or other sources. Conduct a comparative analysis of the information, noting the advantages and disadvantages of each location in relation to the requirements of DHR for a successful transitioning out of New York.
  • Conduct interviews and/or survey of selected DHR personnel using a set of criteria to take a pulse on their opinions regarding the location. Document and analyze the results from the interviews and/or surveys conducted. Ensure anonymity and confidentiality of information.
  • Consult and engage with Regional Directors and Division Directors where the potential cities are.
  • Document all reviews, interviews, surveys and all information gathered and analyzed.
  • Prepare a detailed Location Analysis Report, including procedures followed, comparative analysis of information obtained and recommendations. Discuss and present the Location Analysis Report to the DHR Management Team and all staff.
  • Any additional tasks relevant to the Location Analysis as may be assigned by the supervisor.

To qualify as an advocate for every child you will have…

  • An advanced university degree in Human Resource Management, Organization Development, Business Management, Economics, International Relations, Social Sciences or a related field.
  • A minimum of 8 years of relevant HR and/or Operations Management experience.
  • Prior experience and/or knowledge of HR or other change management process or exercise is an asset.
  • Excellent drafting skills and ability to communicate effectively to varied audiences. Strong presentation skills and innovative thinking.
  • Excellent analytical, conceptual and writing skills, excellent data analysis, excellent knowledge in spreadsheets.
  • Ability to work with multiple teams in a multi-cultural environment.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Timeframe – 3 months (June to August 2021)

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
