You have:
- PHD in HR Management, HR Development, Social Sciences, Gender Studies or related area with 7 years of relevant work experience.
- Master's degree in same fields with 8 years of relevant work experience is acceptable.
- Bachelor's degree in same fields with 9 years of relevant work experience is acceptable.
- In-depth knowledge of inclusion best practices, concepts and programs.
- A track record in supporting the development and implementation of inclusion strategies.
- Experience in complex international organizations or large corporations.
- Fluency in Arabic and English required.
Result of Service Overall goal is contributing to organizational culture change through mainstreaming disability inclusion as part of the SDGs and implementation of 2030 Agenda.
The consultant will assist in the Disability Inclusion initiative by strengthening and enhancing HR practices after mapping HR activities within the UN agencies. He/She will also contribute to the capacity development of the HR practitioners and UN staff through trainings and awareness sessions. He/she will develop a database of Organizations of Persons with Disabilities allowing efficient outreach.
Under the direct supervision of Disability Lead within the OMT/HR Working Group, the consultant is expected to ensure the below deliverables by end of April 2023:
Deliverable 1: - Mapping and assessment of HR recruitment practices and outreach strategies among UN agencies on the inclusion of persons with disabilities
Deliverable 2: - Mapping of Organizations of Persons with Disabilities (OPD) and creation of a database while engaging them on talent outreach
Deliverable 3: - Create and deliver a training for persons with disabilities on how to apply to UN vacancies
Deliverable 4: - Deliver awareness sessions for HR practitioners on disability inclusion along with trainings on how to better attract/identify candidates with disabilities.
Deliverable 5: - Organize awareness sessions for UN personnel on Disability Types, Interaction etiquettes, misconceptions and stereotypes surrounding those with disabilities.
Deliverable 6: - Design and develop posters on disability inclusion and dissiminate among UN agencies.

Duties and Responsibilities 1. Background
The United Nations has a strong and institutional commitment to mainstream human rights including the rights of persons with disabilities, which is instrumental to the achievement of human development and SDGs. The UN Disability Inclusion Strategy (UNDIS) was launched by the Secretary-General in June 2019 to bring transformative change in the UN’s work on inclusion of persons with disabilities. The Strategy is applicable across UN programmes and operations; its accountability framework includes two aligned components (1) an entity accountability framework, with 15 common-system indicators, focused on four areas: leadership, strategic planning, and management; inclusiveness; programming; and organizational culture; and (2) a UNCT accountability scorecard on disability inclusion.
The United Nations Sustainable Development Cooperation Framework (UNSDCF) is the key UN strategic document to support the implementation of the 2030 Agenda for Sustainable Development and Sustaining Peace in Lebanon for 2023-2025. The UNSDCF sets out a targeted agenda to help put Lebanon back on a development trajectory that can only be achieved with advancement on the enactment and implementation of key legal and structural reforms. The UNSDCF includes goals that concentrate on key human development themes by (1) contributing to an inclusive social contract, (2) addressing critical challenges to strengthen social protection, and (3) strengthening an equitable access to quality services including for Persons with Disabilities.
This consultancy aims to strengthen HR practices among the United Nations agencies in Lebanon, covering two main core areas of HR: employment and capacity development.
2. Responsibilities
Under the direct supervision of Disability Lead within the OMT/HR Working Group, the consultant will undertake the following tasks:
1- Map and assess HR practices (recruitment procedures) on disability inclusion of persons with disabilities in the UN agencies 2- Map Organizations of Persons with Disability (OPD) and create a database to be included in the vacancy circular 3- Engage with OPD to learn how to reach and engage persons with disabilities and come up with an outreach strategy for vacancy announcements in the adequate channels. 4- Offer a training for persons with disabilities outlining outreach modalities & explaining how to apply to the UN vacancies 5- Organize awareness sessions for HR community & UN Personnel on disability and inclusion, Interaction etiquettes, misconceptions and stereotypes surrounding those with disabilities. 6- Offer training for HR personnel how to better attract/identify candidates with disabilities. 7- Design and develop posters and disseminate among UN agencies.
Qualifications/special skills A PHD in HR Management, HR Development, Social Sciences, Gender Studies or related area is required with 7 years of relevant work experience. A Master's degree in the same fields of education is acceptable with 8 years of relevant work experience. A Bachelor's degree in the same fields of education is acceptable with 9 years of relevant work experience.

The following work experience is required:
In-depth knowledge of inclusion best practices, concepts and programs. A track record in supporting the development and implementation of inclusion strategies, and stewarding collaborative processes across multiple stakeholders. Demonstrated success in leading or supporting cross-functional transformational change management initiatives. Experience carrying out similar work in complex international organizations or large global corporations with locations in multiple countries. Exceptional interpersonal, written and oral communication skills.
The following work experience is desirable:
Proven ability to design and facilitate group dialogue in multicultural, complex, ambiguous situations. Experience working with the United Nations. Strong consulting skills, including the ability to influence decision making.
Languages Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.
For this position, fluency in Arabic and English is required.
Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
