Duties and Responsibilities Responsibilities

In close collaboration with the Administrative Officer of ESCAP New Delhi Office and under the supervision of the Chief of Facilities Management Unit, ESCAP, the Individual Contractor supports:

  • Plans, schedules and supervises construction, renovation, repair, maintenance and installation of conventional buildings, temporary buildings, infrastructure within APCTT compound and sites and premises including grounds in the purview of APCTT.
  • Responsible for the performance of all aspects of project management and engineering duties pertaining to the planning, design and construction of building repair and alteration projects.
  • Major duties include the responsibility for all matters on assigned projects, and for assuring that such matters conform to requirements of ESCAP policy, regulations, and standards.
  • Ensures that assigned projects are technically correct for both design and construction and are in accordance with the best current practices of the industry; that they are within the technical and administrative constraints of the project, and that they are fully coordinated with other segments of the project.
  • Makes inspections of plant facilities, buildings and existing equipment to determine the condition and need of repair and/ or replacement.
  • Prepares reports of this inspection along with design requirements and cost estimates for the recommendations made.
  • Provides professional and technical advice and assistance as requested, for service activities, other agencies and A/E's concerning building repair, alteration and modernization.
  • Prepares plans, specifications and cost estimates for building repairs, improvements and modernization.
  • Reviews cost estimates and specifications and analyses designs submitted by and others for accuracy and technical competency; where deficiencies are noted, directs necessary changes and furnishes all assistance required. Prepares statements of scope and detailed instructions for guidance of contractors and consulting engineers.
  • Reviews technical reports and evaluates assumptions, formulas, and calculations. Peer reviews of design of other architects and consulting engineers for extensive and complex structures for all phases of architectural and engineering work.
  • Performs detailed study of each project, considers methods of achieving assignment, and decides on final design in consultation with ESCAP. Construction inspection includes all facets of all phases of construction and engineering covering all building trades.
  • Analyses contractor's claims. May perform special services and investigations as required.
  • Plans, schedules, supervises and coordinates services of installations, systems and equipment throughout the buildings.
  • Reviews contractors' invoices and assists with cost recovery as required.
  • Carries out technical assessments of existing buildings and infrastructure.
  • Conducts technical reviews of offers submitted and studies proposed work methodology, drawings and sketches for review and discussion to determine extent of work required; presents alternatives as solution of problems.
  • Accompanies all contractors to job locations, clarifies scope, drawings and specifications after contract has been awarded to successful contractor.
  • Supervises and coordinates with contractors performing maintenance, construction and alteration work to ensure that quality of services performed by the contractors is in accordance with set terms and conditions, codes and standards, health and safety regulations and objectives. Does final inspection, supervises the commissioning of the work, claim operation manuals and shop drawings for files, and informs supervisor of completion of work.
  • Projects include general interiors renovation, IT and electrical support for meeting rooms, accessibility improvements, renovation of the fire stairs and fire support systems, upgrade of the electrical distribution systems, repairs to the exterior building envelope, and improvements to the ventilation systems.
  • Performs other duties as required.

    Qualifications/special skills University degree engineering, architecture, or another related field (minimum Bachelor's level) is required. A minimum of seven years of experience in facilities management, building management, engineering, architecture or related area is required. Relevant IT experience, including familiarity with Microsoft Office 365 and web-based applications, is required. Experience in the coordination of multi-skilled technical teams is highly desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. A working knowledge of Hindi is highly desirable. Knowledge of another official United Nations language is an advantage.
