For every child, education...

There are few greater challenges faced by the global community than the twin crises of learning poverty and youth unemployment. In response, the Education Commission (chaired by Gordon Brown, former UK Prime Minister and UN Special Envoy for Global Education) and the Global Steering Group for Impact Investment (chaired by Sir Ronald Cohen) came together to create EOF. We aim to improve the education and employment outcomes of 10 million children and youth by supporting governments to utilize a range of innovative finance instruments at scale, including outcomes funds and other results-based financing (RBF) instruments.

EOF supports improvements in the quality of education and skills programs, with a special focus on underserved populations, including the hardest to reach, rural populations, girls, children with disabilities, and refugees. It measures (and pays for) what matters – both core skills like literacy and numeracy, but also critical 21st Century skills such as socio-emotional skills, ICT skills, and other broader fundamentals of a quality education. It helps close the persistent gap between the skills needed by employers and those attained by today’s youth by paying for employment and retention outcomes.

For all the above, EOF pays primarily on the basis of the results achieved, ensuring that taxpayer-funded domestic resources, aid, and philanthropic funds are only used to pay for what works. This is a game-changing way to finance results in education. It is more than just a fund – it is a powerful new set of partnerships and way of working.

Together with our supporters, we believe this is the early stages of a much larger movement. Our approach is at the cutting edge of development finance, shifting risk to the private sector, crowding in private capital, and harnessing the capacity and capability of non-state actors, with huge potential to achieve better outcomes for children and youth around the world.

Rationale for the consultancy

At this exciting growth stage in EOF's development, as we're scaling our approach in countries worldwide, we seek an exceptional Institutional Partnerships Manager.

How can you make a difference?

The Institutional Partnerships Manager will be responsible for growing partnerships with leading bilateral and multilateral organizations from around the world (such as FCDO, USAID and the EU Commission), unlocking the funding and building the relationships needed to realize EOF's vision. They will also play a crucial role in managing EOF's pipeline of future programs and strengthening relationships at senior levels of government around the world. This senior position reports directly to EOF's Chief Operating Officer.

To succeed, they will need expertise on EOF's programs (understanding their addition to the education architecture and how they can support host government priorities), combined with a deep understanding of institutional partners' priorities. The Institutional Partnership Manager will also play a crucial role in managing EOF's pipeline of future programs - providing guidance to the leadership team on priority countries and developing early program proposals.

This exciting role will require an experienced and strategic leader who will bring creativity, problem-solving skills and a drive to deliver. There will be a high level of ownership and responsibility in this position, whose success will be crucial to enabling EOF's mission, supporting the education and skills development of 10M children and young people.

DESCRIPTION OF ASSIGNMENT (TASKS, SMART DELIVERABLES, DEADLINES):

The primary responsibilities of the Institutional Partnership Manager are:

  • Developing the Institutional Partnership strategy for EOF and leading its implementation, including partner-level strategies for key opportunities
  • Identify new strategic relationships with institutional partners, built on a deep understanding of their needs and how these intersect with EOF's strategy
  • Cultivate existing relationships - growing partnerships to unlock scale funding opportunities for EOF's program portfolio
  • Create propositions and proposals for partners, prospects, and external champions that are grounded in our mission
  • Manage EOF's pipeline of program opportunities, supporting strategic decision-making on country prioritization, resource allocation and investment
  • Lead early-stage program concept development in close collaboration with programmatic colleagues to unlock partner engagement
  • Extensive engagement with senior stakeholders: events, meetings, calls, and emails with donors alone and with colleagues from the team and governing boards
  • Relationship management: ensuring best-in-class use of data and systems to strengthen donor relations; coordinating and supporting EOF colleagues to strengthen relationships at all levels with partners
  • Leading research to identify new partners and refine our approach to existing partners
  • Reporting & communications: completing donor reports and updating donors verbally and in writing
  • Line management responsibility for junior team members

To qualify as an advocate for every child you will have…

  • A minimum of a Bachelor's degree, with excellent grades from a top school, in communications, public relations, marketing, education, international development, or a closely related subject.
  • A Master's degree would be preferred but is not required.
  • At least 8 years of professional experience in business development, program design or fundraising/partnerships.
  • Experience in working at a senior level with board members, foundations, and philanthropists.
  • Strong relationship-building skills and the ability to cultivate long-term donors, prospects and champions of our work.
  • Ability to thrive in a high-energy, fast-paced and entrepreneurial organization as part of a collaborative and committed team.
  • Ability to manage a high-volume workload at a fast pace with strong attention to detail and a high bar for quality; manage concurrent timelines, independently prioritize tasks and work.
  • Experience or interest in international development, the global education sector, and international aid.
  • Fluency in English is required. Proficiency in French, Arabic or other lanagues in the MENA region is preferred.

Duty Station

London, UK or Remote (Home-based). Candidates are expected to be available during working hours in the Europe / Africa / Middle East time zones.

Duration 11.5 months

Proposed Payment Schedule

Payments will be made monthly. The proposed rate should inclusive of all professional fees, daily allowances, living allowances, and other administrative costs and should assume a full-time commitment.

Insurance: Consultants and individual contractors are fully responsible for arranging, at their own expense, all insurance, such as life, health and other forms of insurance, covering the period of their services as they consider appropriate. They are required to certify that they are covered by medical/health insurance.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
