Under the guidance of the Human Resources Manager, you will be responsible for providing technical assistance to the HR Analytics Team in generating, analyzing and interpreting the human resources data required for the HR data analytics and reporting function. A focus will be given to producing ad enhancing reports that exist and are under development, and produce capacity building tools for users.

How can you make a difference?

Data analytics

  • Conduct an analysis of data available on staff movement and progression from 2016 to date to identify patterns in staff movement and progression.
  • Based on the finding of the analysis mentioned above: conduct a predictive (prescriptive, as much as possible) analysis based on drafted policies in place and being developed, with a focus on the new staff selection policy.

Reporting – visualization

  • Produce enhanced PowerBI HR reports, including the drafts of new dashboard pages on Staff movement and progression.

Capacity building

  • Develop a 2-year capacity development plan of the HR Data Focal Points in line with ready available resources, based on the consolidated report from the 5 consultations sessions held with the UNICEF HR Data Focal Points, and the additional consultations that the incumbent will further conduct.
  • Produce video tutorial for users of the UNICEF HR Dashboards.

    Terms of Reference / Deliverables:

The HR Data Analytics Consultant will work closely with different stakeholders as follows:

  • A predictive (and prescriptive) analysis report based on existing and drafted policies is delivered, with a focus on the new staff selection policy.
  • PowerBI dashboard pages on UNICEF staff movement and progression are available, as well as enhanced versions of the staff, consultant, recruitment and HRPB dashboards.
  • A 2-year capacity development plan of the HR Data Focal Points is delivered.
  • Tools for capacity building of UNICEF HR Data Focal Points and Dashboards users are delivered, including video tutorials produced and included in HR Dashboards.

Reporting line: The Consultant will be under the general guidance of the HR Manager, P4; and the day-to-day supervision of the HR Planning Specialist, Analytics and Operations Team, DHR.

Duration: 10 weeks, starting as soon as possible.

Work location: Due to the COVID-19 situation, the consultant will work remotely.

To qualify as an advocate for every child you will have…

  • An advanced University Degree in Data Analytics, Statistics, Data Science, or Computer Science, or other related fields of study.
  • At least five (5) years of relevant professional experience. Good knowledge of large statistical databases and practical experience with statistical software to manage those databases.
  • In-depth technical knowledge of Microsoft PowerBI. Knowledge of SAP is an asset.
  • Knowledge of Human Resources is desirable. Prior experience in delivering and/or supporting training activities is an asset.
  • Excellent organization skills, initiative, and creativity, solid judgment/decision-making skills;
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Travel

Any emergent/unforeseen duty travel and related expenses will be covered by UNICEF.

Health Insurance

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage (wherever the candidate is based).

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
