Background and Scope of Work:

The European Union-funded APROSOC (Social Protection Support) programme

supports the government in strengthening its social protection systems. The second component of this program, the

"SIMSAP" project is implemented by the Ministry of Social Action, Family and Women's Promotion (MAFAMU), since

  1. It has contributed to pilot the Municipalization of the Social Action (one of the main axis of the National Social

Action Policy) and the first Cash Transfer Programme in Angola. The European Union-funded SP&PFM Programme aims

to support the government in (i) adoption of a Social Protection Policy, through an Assessment Based National Dialogue

(ABND) process; (ii) Improving coordination of the social protection system; and (iii) strengthening the capacity of public

institutions to improve budgeting and delivery of social protection services. Both projects have clear synergies and

contribute to strengthening of the Social Protection sector in Angola. The work of the Consultant will be supervised by

Chief of Social Policy UNICEF Angola, in coordination with Social Policy Specialist (Public Finance) UNICEF Angola. The

Consultant will:

  1. Develop a comprehensive map of the institutional and legal context and the coordination mechanisms in social

protection in Angola; (SP&PFM Programme)

  1. Support the development of the framework and legal institutional documents for strengthening coordination, with

the key stakeholders; (SP&PFM Programme)

  1. Develop and test operational tools and procedures for linking existing committees and support the function of the

National Social Protection Committee (to be established); (SP&PFM Programme)

  1. Develop operational tools for the implementation of the National Social Action Policy at decentralised level (in

particular the axis of the Municipalisation of the Social Action) jointly with MASFAMU, provincial and municipal

governments (focused in APROSOC Municipalities) and support capacity building activities at central and

decentralised level. (APROSOC)

(1) Detailed report covering the results of the mapping of coordination mechanisms in social protection and evaluation using SWOT analysis or similar (presented to and validated by stakeholders/UNICEF).

  1. Support the development of the framework and legal and institutional documents for strengthening coordination between the different committees, institutions, and social protection programs, with the key stakeholders.

(1) Detailed report with proposal for an architecture for a multisectoral National Committee for Social Protection developed and discussed with partners;

(2) Detailed report with mechanisms of articulation between social protection institutions and programmes developed and tested (incl. Poverty Reduction Programme). (3) Draft of Required normative to provide the Committee with legal support developed jointly with key partners.

4. Support the development of operational tools for the implementation of the National Social Action Policy at decentralised level (in particular the axis of the Municipalisation of the Social Action).

(1) Template of Municipal Social Action plans and budgeting tool validated by MASFAMU and disseminated through National Workshop (report provided); (2) Capacity building plan developed and validated with MASFAMU for the implementation of the tools developed, at least in two provinces beyond APROSOC areas.

To qualify as an advocate for every child you will have…

• Bachelors in Management, Economics, Public policy, Social

Policy, or related development sector area.

• Candidate should have a minimum of 10 years of professional

experience in public policy and/or public finance, particularly in

the field of social protection, preferably with direct experience

and/or providing technical advisory in the coordination and

implementation of programmes in the social sector (preferably

social protection programmes)

• Minimum of 5 years of working experience in Angola

• Fluency in English and Portuguese is essential

• Work experience in both central and decentralized

levels will be preferred, with particular focus in the social

protection sector. • Management, Economics, Public policy, Social

Policy, or related development sector area.

• Willingness to immediately take up the assignment.
