Consultant Human Rights

Overview

Design and deliver training on the Istanbul Protocol in Tashkent, Uzbekistan.

You have:

• Advanced university degree (Master's degree or equivalent) in human rights, law, psychology, medicine or related field.
• 8-10 years of relevant professional experience, including international training delivery, is required.
• Proven expertise in the Istanbul Protocol and the medico-legal documentation of torture.
• Strong understanding of international human rights law is required.
• Excellent facilitation, communication, and cross-cultural skills are required.
• Knowledge of the local legal systems and human rights context in Central Asia is an asset.
• Fluency in oral and written Russian and English is required.

Result of Service

During the implementation of the assigned tasks, the selected consultant will discuss with OHCHR ROCA progress in the provision of services and development of deliverables. If necessary, the implementation approach will be changed. The selected consultant will provide a detailed report summarizing the training delivery, evaluation results, participant feedback, as well as recommendations on possible future engagement with the training course participants. To accomplish the above tasks, the consultant is requested to:  Develop the training using adult learning principles and interactive methodologies, including role-plays, small group work, simulations, and case studies. The expert is expected to create a safe and participatory learning environment that encourages critical thinking, peer learning, and practical application of the Istanbul Protocol.  Integrate a gender- and disability- sensitive approach in training content and facilitation  Work in close consultation/cooperation with OHCHR ROCA, another international expert and a national expert;  Provide regular updates on the progress to OHCHR ROCA as and when required;  Submit required reports no later than XX October 2025 and XX Mar 2026 accordingly. Results 1. Training agenda and methodology; 2. Customized training materials and handouts; 3. Presentations and practical exercises; 4. Pre- and post-training test and evaluation tools (at least 75 percent of participants demonstrate increased knowledge on torture documentation standards in post-training assessments); 5. Final training report (in English), including participant evaluation summary.

Duties and Responsibilities

1. Conduct preparatory work for the training course in close cooperation with another international expert and a national expert and in consultation with OHCHR ROCA: - Draft a training course agenda; - Design the training course, including contents and interactive methodology for each training session; - Prepare slides and other materials to be presented during the training session; - Develop exercises and case-studies to be used during the training course; - Develop/collect handout materials to be distributed during the course; - Prepare a list of stationaries required for the training course delivery; - Prepare a list of computer and other electronic equipment needed for the training course delivery; - Draft a call (announcement) with questions for potential training participants; - Develop pre-training test and post-training test and evaluation forms; - Participate in the selection of training participants. 2. Contribute to the delivery of the training course in collaboration with another international expert and one national expert: - Deliver presentations on the selected topics; - Facilitate discussions during the course; - Moderate the work of small groups; - Provide feedback on case studies and other tasks assigned to training participants; - Carry out post-training evaluation. 3. Carry out follow-up activities: - Provide analysis of pre-training and post-training test and evaluation; - Submit a report summarizing the training delivery, evaluation results, participant feedback, and recommendations; - Carry out three individual coaching sessions with selected training participants on practical aspects of documenting torture in accordance with the Istanbul Protocol; - Six months after the training course, participate in an online meeting with the training participants to discuss the application of the acquired knowledge and skills in their practical work as defense lawyers or in another form of assessment as decided by OHCHR ROCA; - Collect feedback from participants during the six-month follow-up to assess practical challenges and barriers in applying acquired skills; - Develop recommendations on possible future engagement with the training course participants and on long-term institutionalization of torture documentation standards.

Qualifications/special skills

Advanced university degree (Master's degree or equivalent) in human rights, law, psychology, medicine or related field. A first level university degree in combination with a qualifying experience may be accepted in lieu of the advanced degree. 8-10 years of relevant professional experience, including international training delivery, is required. Proven expertise in the Istanbul Protocol and the medico-legal documentation of torture, strong understanding of international human rights law, excellent facilitation, communication, and cross-cultural skills are required. Knowledge of the local legal systems and human rights context in Central Asia is an asset. Knowledge of OHCHR and the UN System is desirable.

Languages

Fluency in oral and written Russian and English is required.
