  1. Purpose of the Consultancy

The consultant will provide his/her expertise in assisting the measles-rubella (MR) focal person in the IVP unit in coordination and implementation of activities related to the global Measles Outbreaks Strategic Response Plan (MOSRP) 2021-2023 in EMR.

  1. Background

Countries of the EMR have been implementing the regional strategy for measles elimination with variable levels of success and they are at different stage of progress towards measles elimination. In 2019, the WHO Regional Verification Commission verified 3 countries achieving elimination status for measles and rubella. Four additional countries are expected to be verified soon and the remaining 12 countries are still in endemic situation and facing frequent outbreaks. As the measles elimination target has not yet been achieved in most of the EMR, we need to prioritize WHO support to focus on priority countries (low performing countries and countries have frequent outbreaks) to improve and strengthening the national capacities towards all vaccine preventable diseases (VPDs) outbreak prediction, investigation, and timely response.

  1. Work to be performed

In Coordination with the IVP team the following to be performed under the different areas of work:

Output1: Monitoring and feedbacks on the VPDs outbreaks (measles and rubella) situation in the region

  • Deliverable1.1: Regional situation assessed for VPDs outbreaks (measles and rubella)
  • Deliverable1.2: M&E framework developed to monitor implementation of the global Measles Outbreak Strategic Response Plan (MOSRP) prepared at EMR level
  • Deliverable1.3: Dashboard prepared on trend of VPDs outbreak giving alarm signals for any potential VPDs outbreaks
  • Deliverable1.4: Regional VPDs epidemiological outbreak report prepared.
  • Deliverable1.5: Review measles and rubella / other VPDs reports received from member states and prepare country specific feedback for the MR focal person in the IVP unit.

Output 2****: Coordination and planning and capacity building

  • Deliverable2.1: VPDs outbreak preparedness and response plans developed in 8 priority countries in alignment and coordination with relevant departments contributing to the MOSRP.
  • Deliverable2.2: Needs identified for deployment of experts to priority countries.
  • Deliverable 2.3: Global training materials and tools are adapted to the regional context for VPDs outbreak and used in country trainings.

Output 3****: Facilitation of donor reporting

  • Performance updates drafted, including year-end progress report and donor reports
  • Contribute to preparation of donor reports on implementation of the MOSRP
  • End of assignment report
  1. Specific requirements

Qualifications required****:

Minimum first university degree for lower end of range, an advanced university degree for mid and high end of range in public health or related discipline

Desirable: Training in epidemiological data analysis and visualization

Experience required:

  • At least 5 years’ experience in epidemiology, EPI programme management including monitoring and evaluation, Measles and Rubella case based surveillance and outbreak response.
  • Familiarity with the global measles and rubella outbreak strategic responses and Eastern Mediterranean regional context.
  • Experience in developing training materials and information products (e.g., bulletins, newsletters etc.)

Skills / Technical skills and knowledge:

  • Communicates skill

  • MS Office and data analysis package

    - Language requirements:

Excellent knowledge of English. Knowledge of Arabic and French would be an asset.

Location:

On site consultant. The consultant will be working in EMRO during the assignment till end of the assignment.

Medical clearance : The selected Consultant will be expected to provide a medical certificate of fitness for work.

Travel (If travel is involved, a medical certificate of fitness for work will be required.) All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance. Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
