ORGANIZATIONAL CONTEXT

The Corporate Planning and Performance (CPP) Division brings together the budget and performance management units and branches into a single division. CPP establishes standards, products and services to ensure a transparent and accountable planning, budgeting and performance management function in WFP. Serving internal and external clients and stakeholders, the division provides critical support to oversight and decision-making, driving the effective and efficient implementation of WFP’s mandate. CPP works across the organization to ensure effective and efficient processes across the performance cycle (planning, budgeting, implementation oversight, and reporting). The division strives to deliver simple, clear and coherent planning to reporting services and products to its clients.

JOB PURPOSE

The Business Intelligence and Data Visualization Specialist will support the CPP Director and CPP teams in various day to day tasks, leveraging all CPP Budget, Programme, Monitoring and Evaluation and Country Office data to produce specialised data analytics, business intelligence and data visualizations for decision-making.

KEY ACCOUNTABILITIES (not all-inclusive)

General Accountabilities and Responsibilities:

Under the supervision of the division Director, the Consultant will:

  • Work with the Director and teams to identify data visualization needs for management decision making and in support of corporate information sharing processes for governance.
  • Develop, maintain and implement the overall business intelligence and data analytics strategies for specific specialised and complex requests in the division.
  • Manage large data sets to make them usable and meaningful through a variety of visualization options that are universally understandable and allow to easily interpret.
  • Deliver as and when required prototype solutions to support the Management team with immediate data visualization needs.
  • Analyse data to identify trends and potential areas of concern, bringing those to the attention of the respective managers for decision making.
  • Contribute to the preparation of periodic and other reports to provide an overview to management.
  • Lead interaction with data warehouse teams to ensure timely and high-quality reporting and analytics.
  • Undertake additional tasks as required.

Specific Tools and Systems Responsibilities:

  • Extract, manipulate, quality check, analyse and present data from:

Country Office systems such as SCOPE (WFP's beneficiary information and transfer management platform) Database systems (postgresql, MySQL, HANA, SugarCRM/SUITECRM systems) M&E systems (ONA, KoBo, and COMET - Country Office Tool for Managing programme operations Effectively) WFP CFM (Complaint and Feedback Mechanism) Customer Relationship Management (SugarCRM and SuiteCRM)

  • Link and present data from:

WINGS FI(Financial), FM(funds management) and GM(grants management) modules SCOPE Interventions and Settlements COMET Partnership Agreements (SCOPE Interventions i.e enrollment/redemption and M&E outcome monitoring from WFP’s primary data collection tool, MoDa) Complaints and Feedback Mechanism, COMET Partnership Agreements and SCOPE Interventions

DELIVERABLES

  1. KPIs and business critical priorities and requirements determined.
  2. BI and data analyst strategies developed and implemented to received requests.
  3. Quality data reports and data representations provided to management.
  4. Innovative business and data visualization solutions provided to meet multiple and varied audiences.

STANDARD MINIMUM QUALIFICATIONS

Education: A degree in computer science, mathematics, engineering, business intelligence, operations, management, or another related field or relevant experience.

Experience: 6-10 years of working experience in relevant field, ideally with 2-3 years WFP field experience (CO/RB) with data analytics and experience in WFP HQ budgeting and funds management data analytics.

OTHER SPECIFIC JOB REQUIREMENTS

KNOWLEDGE AND SKILLS:

  • Excellent analytical and statistical skill
  • Understanding of various types of performance analysis and/or enterprise analysis
  • Knowledge or experience with data warehousing and business intelligence technologies
  • Knowledge of programming languages such as Python (Pandas & Numpy Libraries), JavaScript/CSS( Cascading Style Sheets), Excel Macro(Visual Basic), SQL(Structured Query Language)
  • Experience in database design and management
  • Experience with building reports, dashboards, analytical strategies
  • Ability to plan and organise own work programme
  • Ability to work with minimum supervision under own initiative. Result oriented personality/ maintaining deadlines
  • Excellent interpersonal, inter-cultural competencies and team player
  • Demonstrated problem-solving skills
  • Ability to communicate effectively orally and demonstrated ability to write concise and analytical reports under time constraints
  • Ability to work under pressure and on multiple tasks

DIVISION SPECIFIC:

  • Advanced knowledge of analytical skills for funds management analysis
  • Advanced knowledge of internal WFP systems and tools for data analyses
  • Knowledge of division-specific data sets and data warehouses
