Background:

Providing every child in Jordan with safe and effective vaccines is fundamental in controlling immunisation-preventable diseases. The increased requirements for ensuring the quality and safety of vaccines in the supply chains are determined both by the high demands and concerns of society and the challenges associated with introducing new antigens, new compositions of vaccines and easy-to-use forms of vaccines packaging.

Objective:

The objective of the consultant support is to conduct a cold chain equipment inventory assessment with geospatial analysis to understand, at a minimum, the cold chain capacity, quantity, and functional status of cold chain equipment at all levels throughout all 12 governorates of Jordan. This analysis will help inform the Government’s plan in understanding current and future immunization supply chain needs. It will also allow UNICEF Country Office to understand gaps and needs in this aspect of the cold chain for possible future involvement in plans for expansion of the cold chain.

The collection of information and data will ensure that all factors related to cold chain equipment be considered. The final report of the cold chain equipment inventory will provide a dashboard and a description of the current cold chain equipment status upon which informed evidence-based decision making may occur.

A minimum of information to be collected is specified below:

➢ Location of equipment (geospatial data)

➢ Age of equipment

➢ Installation status

➢ Year of installation

➢ Power source

➢Working status

➢ Generator availability

➢ Condition of the facility the equipment is located

➢ The number of personnel at the facility the equipment is located

➢ Distance to hub

➢ Immunization services at the facility

➢ Facility ownership

How can you make a difference?

1.To maintain Cold Chain Inventory and provide update on functionality and availability of cold chain equipment at health facilities

• Working with the Cold Chain Manager and the team from the Expanded Programme on immunization (EPI), governorates and township cold chain key persons as well as outsourced cold chain companies to collect the cold chain inventory data, including the current functionality of cold chain equipment, through regular field visit to the cold chain facilities. A coding system for cold chain equipment must be developed by linking with the health facilities master list and the Geospatial information with the aim to develop GIS maps for cold chain facilities at each township.

2.To perform analysis of the cold chain space at all levels of cold chain facilities and identify areas for cold chain expansion and replacement

•Based on the updated cold chain inventory, the consultant will perform cold chain gap analysis and support EPI and UNICEF teams to identify the cold chain expansion and replacement requirements.

3.To develop a dashboard for a cold chain information management system and to ensure this system can become an integral part of an immunization logistics management information system (LMIS).

•Develop a cold chain inventory dashboard/application. The system or dashboard developed should be interoperable with a future immunization logistics management information system.

4. Where applicable, review or develop technical procedures on cold chain replacement, rehabilitation, and installation documenting country good practices throughout the process including overcoming challenges, lessons learned and critical success factors.

To qualify as an advocate for every child you will have…

Education:

  • An Advanced University Degree in public health or other health related area or social sciences is desired.

Experience:

  • At least 3-5 years of experience in international public health programme with experience in resource-limited environments
  • Demonstrated solid experience in development of the Gavi CCE OP, temperature monitoring studies.
  • Experience of EVM assessment and cIP development in at least one country outside his/her country of residence is an advantage
  • Must have experience in conducting cold chain equipment inventory outside his/her country of residence
  • Experience in temperature monitoring systems implementation, and studies
  • Experience in SOP adaptation support outside his/her country of residence

Technical skills and knowledge on some or all of the following

  • Proven experience working in multi-stakeholder and multi-cultural settings
  • Experience in developing inventories and cold chain rehabilitation and expansion plans at country level
  • Experience in writing complex funding proposals, developing multi-year budgets and operational plans for cold chain equipment management and temperature monitoring devices
  • Experience in training, planning and delivery of technical assistance
  • Proven track record in interfacing with national ministries of health
  • Proficiency in WHO PQS-listed cold chain equipment
  • Experience and knowledge on the Gavi CCE OP application documents and process
  • Proficiency in the development of technical SOPs for cold chain equipment management is an advantage

Languages:

Fluency in written and spoken English is required. Proficiency in Arabic language is highly desired.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
