Purpose of Activity/Assignment:

Digital transformation represents a major challenge for national health supply chains. Digital technologies offer critical tools to guide decision-making, optimise performance, and quickly respond to changing conditions. While traditional supply chains are often bogged down by a lack of actionable information, digital ones are empowered by a stream of real-time data that enables SCM professionals to effectively plan, manage and adapt each step of the delivery and manufacturing process. Digital transformation is, therefore, essential for improving the efficiency of national health supply chains. However, such a transformation requires adequate processes and human resources.

People that Deliver (PtD) has been requested by USAID to develop practical guidance and document best practices in human resources for digital health supply chain implementations. This includes identifying information technology job roles and skill sets that are critical for increasing supply chain performance. PtD will investigate how different workforce models have impacted the implementation and roll out of digital supply chain solutions by measuring key performance indicators (KPIs) that are tracked by USAID’s flagship project, GHSC-PSM, and qualitative data on governance and policy. This will support PtD's advocacy message that organisations need a stronger focus on capacity building to develop new-era skills in data science, analytics, outsourcing, contracting, monitoring, and supply chain performance across the public and private sectors.

PtD is recruiting a digital supply chain consultant to conduct research on digital transformation processes and analyze data from successful digital supply chain implementations, to elaborate detailed, precise, and applicable digital transformation guidelines. The GHSC-PSM project’s MIS team is responsible for mining and collecting the data of digital supply chain rollouts (eLMIS, WMS and others) and the workforce modalities associated with those implementations. 20-25 GHSC-PSM countries will provide information on software type, performance indicators, and the types of human resource modalities involved in different phases of the technology implementation. This data will be shared with PtD and available towards the end of February 2023.

Scope of Work:

The tasks will include (but are not limited to) the following:

1. Research on human resources in digital supply chain implementations: Develop a research and analysis methodology – including desk review, focus groups, key informant interviews, and consultations with stakeholders who have implemented digital transformation processes – and collect the necessary material for the development of guidelines and recommendations (this will supplement the data and information provided by the GHSC-PSM project). Identify workforce related challenges across the digital implementations and HR models and define approaches to mitigate those challenges.

2. Guideline’s development and presentation: • Analyze and synthesize the data and information collected to develop guidelines and recommendations • Jointly with the GHSC-PSM MIS team, build a framework that outlines different HR modalities that can be adopted to support the technology implementation and operational models • Jointly with the GHSC-PSM MIS team prepare a final report and present recommendations at a key regional conference

It is envisioned that this work will take place over approximately five months, from 20 February 2023 to 28 July 2023.

To qualify as an advocate for every child you will have…

  • A University degree is required, preferably in a relevant field (e.g., supply chain management, public health, information technology, international development, human resources, business administration, audit, or another quantitative degree). Applicable work experience can substitute in cases where a university degree is not aligned with a relevant field.
  • Minimum of 8 years of relevant work experience, with a background in digital supply chain implementation, information technology, human resource management, and supply chain strengthening. • Experience in conducting research and proven ability to produce demonstrable results • Experience and interest in the analysis of public health and/or supply chain learning and development programs • Strong verbal and written communications skills in English • Must be able to work independently and must have the ability to exercise discretion and independent judgment regarding matters of significance • Exceptional time management skills required and an ability to complete tasks in a timely and efficient manner, without prompting, both independently and collaboratively; superior organisation and prioritisation skills and must be meticulous and detail-oriented • Resourcefulness and ability to work proactively - thinking ahead. Good logic skills to read through minutes and summarise the conclusions and actions taken • Flexibility and ability to manage competing demands; must be able to handle a myriad of ongoing tasks in a fast-paced environment and adjust to changes • Works with integrity and ethically; must follow UNICEF’s policies and procedures; is consistently at work and on time; ensures work responsibilities are covered when absent • Willingness to take ownership of wide-ranging responsibilities; demonstrates accuracy and thoroughness; looks for ways to improve own work to ensure quality • Ability to communicate effectively with various audiences • Strong cross-cultural and interpersonal skills

    LANGUAGE: Fluency in English is required. Proficiency in French would be an asset.

  • Developing country work experience and/or familiarity with emergency is considered an asset.
