As the Syrian conflict enters its 11th year, the impact of the crisis on neighbouring countries continues to deepen. To date, Turkey is the home to nearly 3.7 million Syrian refugees – of which about half are children – in addition to 330,000 international status protection holders and asylum seekers from other countries[1]. Approximately 854,839 refugee children[2] are enrolled in schools. However, an estimated 400,000 are still out of school. Moreover, the changing situation in Afghanistan may also unfold a new wave of immigration, creating additional challenges. Refugee and migrant children are highly vulnerable and at heightened risk of isolation, discrimination, economic and sexual exploitation, and child marriage. The Turkey-UNICEF Country Programme addresses these issues through its education, child, and social protection components. To monitor the effectiveness and efficiency of their implementation, UNICEF and its partners use different information management tools and systems that facilitate the collection and processing of programme data and information. These programmes' increasing breadth and complexity and monitoring systems require continuing support in using, maintaining, adapting, and strengthening sophisticated information management tools and techniques.

Moreover, Turkey Country Office has rolled out a Knowledge Management (KM) strategy in 2022 that aims at improving and leveraging the existing processes to add value to children's data and information. As part of the comprehensive strategy and action plan, all the current data management, data use and dissemination activities will be embedded into an integrated Information management system promoting timely access to data, advocacy and evidence generation for children advancing child rights in Turkey. With ongoing programme and policy support for the refugee crisis and other long-term development, evidence generation and critical information on refugee children and families also needs to be effectively used for policy advocacy with strategic partners.

Since 2020, UNICEF Turkey CO uses Activity Info and PowerBI for data storage, access, and dissemination of, situational and monitoring evidence for internal and external use. With commitments included in the KM strategy, work on making these platforms as one-stop-shop for all programme and situational data needs to be expedited and these platforms and data management systems should be strengthened further to leverage their maximum potential to ensure that all essential information and documents are easily accessible. To achieve this objective, the KM aims to augment the existing processes and enhance the integrated IM platform of the UNICEF Turkey country office to support a range of data needs, more specifically in storing, accessing and dissemination.

Purpose of Consultancy

The consultant will support Turkey Country Office (TCO) in enhancing and expediting the information & data management, Visualization and KM capacity of the TCO considering volume of data. He/she will streamline existing information & data management system/processes to eliminate silos and bring order to office-wide knowledge exchange and use for programme and policy. The incumbent will help strengthen processes between Country Office staff in the Ankara and Gaziantep Field Office in maintaining monitoring and data visualization systems. The consultancy aims to address critical IM needs in systematic data collection, processing, analysis, and visualization to ensure timely monitoring of the UNICEF programmes' performance. Moreover, it aims to support the organizational processes for integration of the various information management platforms with the UNICEF TCO's rollout of the Knowledge management Strategy creating distinct leverage and value of the data for UNICEF and its partners for strong implementation of results for children (UNICEF Country Programme and UNSDCF/SDGs), policy advocacy and influencing key stakeholders on child rights in Turkey.


How can you make a difference?

The selected consultant will work with the Planning, Monitoring and Evaluation section and closely collaborate with the ICT and M & E focal persons from Social Policy, Child Protection, Education sections and Field Office in Gaziantep. The consultant will be responsible for the following tasks:

  1. Support in centralising Turkey CO integrated IM system
    1. Provide technical guidance and to relevant sections in merging various datasets into a single or linked dataset for analysis purposes.
    2. Support analysis of all the data collection streams and data management practices adopted by various sections.
    3. Augment the existing databases with needed support and expertise in centralising IM system that integrates existing data from all the various sources, including e-tools, Excel sheets, Kobo and Rapid Pro and ensure that the various data sources are adequately linked through API and are compatible.
    4. Ensure to link various data sources with the CPD Results framework, 3RP HPM, COVID-19 progress updates enabling automated indicators estimation and data reporting against 3RP and HAC indicators specifically and allowing integration of all monitoring data with UNICEF’s TCO internal activity info data repository.
    5. Provide orientation and support to the section focal points on using an information management system
  2. Support in enhancing the TCO’s existing visualization tools to improvise development of Infographics, interactive Visualization portal, Dashboards and advanced data analysis and visualization.

  3. Ensure that the processed data is publishable and available to the sectoral focal points through an easy interface using UNICEF Enterprise Content Management (ECM) platform.

  4. Develop Interactive visualization interface and Dashboards portraying results on Country Program Results Framework, 3RP Humanitarian Performance Monitoring (HPM), Humanitarian Appeal for Children (HAC), COVID-19 and survey data results.
  5. Adapt the Data infographics and visualization of the existing programme dashboards (such CCTE, CP etc)

  6. Documentation & Capacity Building

  7. Document the process and develop guidance notes/SOPs on timely entry and update of the databases and dashboards.

  8. Prepare a manual to maintain the dashboards and visualization tools.
  9. Conduct training and orientation of Monitoring focal points to maintain the dashboards, infographics, and data visualization
  10. Provide orientation and support to the section focal points on using automated information management system

  1. Data sources from all the monitoring streams (UNHCR Activity Info, UNICEF Internal Activity Info, Administrative data, 3RP HPM, COVID, CPD, SMQs, AMP, BAB, and e-tools) are linked to generate summary reports at various disaggregated levels[1] and flow into Activity Info in a systematic way.
  2. Centralized Data management and reporting system have automated data validation and verification system with well-structured programming protocols: well-defined user guidance and troubleshooting instructions.
  3. Centralized monitoring data management system with the ECM platform and UNICEF’s corporate data visualization tools.

Documentation and Capacity Building and implementation of the Integrated program Monitoring system

  1. Development of the user manual and guidance documents (visuals, videos) for using the data management system, reporting, updating and production of reports/dashboards
  2. Training on Information management and monitoring staff on all the critical elements of data cleaning, integrating, reporting, and producing Dashboards.

[1] This requires improving the existing data management and reporting systems with limited scope for newly developed data sources.

[2] Information and data for these dashboards will be provided by UNICEF. Consultant will only support their grouping and visualization.

Given the nature of the deliverables, they will have to be produced at different stages throughout the consultancy period. Therefore, payments will be based on monthly reports that will include progress against each deliverable. Deliverables are contingent upon approval by the supervisor.

Duration of Consultancy: The contract will be effective from the date of signing until successful submission of the deliverables, which are estimated to require a total of 70 working days over a period of 8 months.

Duty Station:This consultancy is remote based with 2 travels to Ankara and 1 travel to Gaziantep of Turkey. Visit to Gaziantep will take place during one of the missions to Ankara. Detailed plan of remote and on-site work will be developed during the contract awarding process. Plan will be revised considering programme needs. Each mission is estimated to cover 5 working days.

Supervision: The consultant will be supervised by the Monitoring Specialist of UNICEF Turkey Country Office with oversight from the M&E Specialist and ICT Officer of UNICEF TCO.

Cost of Consultancy: UNICEF will issue a contract in USD. Payments will be provided upon submission of completing the activity and submission of deliverable based monthly/ quarterly reports demonstrating satisfactory progress/completion of the deliverables as mentioned above.

The consultant will be responsible for his/her travel (accommodation, transportation, and other travel costs). The financial offer should be submitted using the Financial Proposal Template (attached separately).

See section 6 for number of visits to Ankara and Gaziantep For Ankara a total of 5 Days should be considered for each visit and for Gaziantep and total of 5 days should be considered. Duration of each visit should not exceed number of days in the section f but should be part of the total number of days. Applicants can propose different number of remote and on-site days with clear rationale.

Reservations: UNICEF reserves the right to terminate the contract without prior notice and/or withhold all or a portion of payment if performance is unsatisfactory, if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and its partners are not followed, if work/outputs are incomplete, not delivered or for failure to meet deadlines. All relevant intellectual property rights in the developed materials/products/documents and associated tools will, upon their development, belong to UNICEF TCO and cannot be published, disseminated, or used without prior written permission of UNICEF.

To qualify as an advocate for every child you will have…

  1. Master’s degree in Statistics, Data science, Computer Science, Information Systems, or similar discipline required. (University degree in the above fields with seven (7) years of relevant professional experience;)
  2. At least 5 years of proven experience is required in managing Database Management Systems, SQL programming, R, or Python, and solving computational problems.
  3. Supporting clients: identifying and addressing needs, building relationships, being flexible, communicating effectively.
  4. Proficiency in visualization frameworks for reporting and dashboarding
  5. Experience in advanced data processing and analysis, data visualization and information management systems.
  6. Previous experience working with the UN and/or international organizations in humanitarian response is required.
  7. Highly Proficient in Power BI. Knowledge of other visualization tools such as Tableau will be considered as an added competency.
  8. Proven experience in training medium-size groups of technical experts is required.
  9. Familiarity with Development and Humanitarian sector will be considered as an asset.
  10. Fluency in English is required, fluency in Turkish is an asset.

Please note that the assignment can only be held by an individual international consultant. Applications should be submitted in English and should include:

  1. Financial proposal using the Financial Offer Financial Offer template.docx
  2. Resume, where previous experience in information management is provided in detail.
  3. Sample of information management tools/reports developed by the consultant. A demonstration of existing data visualization portal designed by Consultant and web access to the open sources should be provided.

The applications will be evaluated from the technical and financial point of view. Technical aspects will be evaluated using the criteria outlined in the below matrix:

The financial proposals will be opened only for the candidates that reach or exceed fifty (50) points out of maximum seventy (70) points. Thirty (30) points will be awarded to the candidate that presented the lowest fee for the services requested. The remaining financial offers will receive proportional points ([lowest bid/bid] x 30 points).
