A person is needed for this consultancy to support the operationalization of the national Learning Recovery initiative launched by the Ministry of Education in collaboration with UNCIEF. The consultant will have specific deliverables related to the development and printing of learning recovery materials, roll out of teacher trainings, conducting learning assessments, collecting and analyzing student and teacher data, developing and rolling out a communication plan, and operationalizing a tutoring hotline service.

Work Assignment Expected Results
The consultant will work monthly on quality assurance, monitoring and logistic support for the following tasks, observing these milestones (a milestone occurs at the end of one iteration of the particular activity):
Tasks/Milestone:
1) Revising and printing of learning recovery materials (LR) in Languages, Math and SEL/PSS (milestones on May, June and November)
2) Training of teachers on LR (milestones in June and November)
3) Teacher evaluation (milestones in June and November)
Deliverables:
11 monthly reports that update the supervisor on the current status of the following (including reporting as “no progress” where appropriate):
1) The revision of the LR materials
2) The printing of LR materials
3) The distribution to schools as per the MEHE distribution plan
4) Quality assurance visits to teacher training sites and assessment of logistical procedures provided by CERD regarding: Supplies, Fuel, Monitoring attendance of teachers, trainers and CERD staff
5) Evidence of quality assurance on incentives paid to teachers, trainers and CERD staff during the trainings, and follow-up on payments through third party to all participants
6) Follow-up on assessments developed by CERD and implemented in schools, with proposed recommendations on way forward based on results
7) Progress with the provision of tutoring hotline service with evidence on data collected
8) Progress with the LR communication plan and evidence on the reach from the roll out
9) Students’ engagement in learning recovery activities as per the plan
10) Lessons learned and recommendations for further steps in learning recovery

One monthly report for the months of May - March 2023

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
