Contract

This is a Consultancy contract. More about Consultancy contracts.

The UNICEF Latin America and Caribbean Regional Office (LACRO) is based in in Panama, operating in 36 territories, including 24 country offices.

UNICEF works to put the rights and well-being of children, especially those in disadvantaged conditions, at the heart of the social, political, and economic agenda, in line with our equity focus, working across our organization and with our partners in government, civil society and the private sector to support shifts in public policy, fuel social engagement, and increase investment for children.

The LACRO Child Protection Section supports the UNICEF country offices to protect all children from violence, abuse and exploitation in all contexts and including those who are on the move, in alternative care and in contact with the law. The Child Protection Section co-leads the flagship result for all countries in the region to eradicate violence against children, and a priority result to respond to children on the move.

UNICEF has a vision to be an organization that puts knowledge to work to achieve results for children and fulfil their rights (UNICEF KM Strategy 2021-2022) and knowledge management (KM) is an enabler to achieve this vision (UNICEF KM Strategy 2021-2022). KM is defined as “The deliberate and systematic coordination of an organization’s people, technology, processes and organizational structure to add value through reuse and innovation. This is achieved through the promotion of creating, sharing and applying knowledge as well as through the feeding of valuable lessons learned and best practices into corporate memory to foster continued organizational learning.” (Dalkir, 2011, p. 469). KM requires the combination of knowledge generation/capture, knowledge dissemination and knowledge use.

The UNICEF LACRO Child Protection section aims to develop a knowledge management strategy and plan to ensure that UNICEF staff (and partners) have access to the latest information in a timely manner to better inform their programmes. To date the focus has been on knowledge dissemination; distributing knowledge generated by LACRO, UNICEF offices or by others through a monthly Child Protection bulletin sent to all Child Protection staff in the region, an internal web based communication page, which also includes a document library, and an external website in planning stage. There are also occasional webinars.

There is a requirement to better understand the demands for knowledge management by the child protection staff in the country offices, and the modalities for the same.

For every child, protection

Under the overall guidance of the Child Protection Regional Adviser, the consultant will develop a cost efficient (human and financial) KM Strategy and plan for Child Protection in LACRO.

This strategy will reflect on the demands of the country offices, also considering the time they have to contribute to any knowledge capture and use. It will be a ‘light’ strategy considering the RO capacities, and will have a focus on knowledge dissemination. The strategy is for child protection and will pay particular attention on the knowledge management requirements for the Violence against Children (VaC) flagship result and migration priority area which engage parts of the organization beyond child protection.

How can you make a difference?

  1. Development of a methodology for the Strategy development. This includes review of current UNICEF LACRO KM products and tools both in child protection and in other sections, consultations with KM target audience, current tools available, platforms the KM target audience access within and outside of UNICEF for different information, and platforms UNICEF has available.
  2. Produce a draft strategy for KM for the section for the next 4 years. This strategy, based on the KM assessment, should consider:
    • Requirements of the user/target audience
    • The time and resources available dedicate to KM
    • The actual use of each of the products in the Child Protection area
    • Alignment with the HQ KM framework and the KM work happening in other LACRO programme sections
    • Proposed implementation plan and roll out approach
  3. Final strategy which considers the feedback of the reference group.
  4. Based on the final report, a webinar and PowerPoint presentation to share the findings.
