In UNCEF, the Chief Field Offices represent UNICEF in his/her Area of Responsibility (AoR), lead and oversee the various program sectors and operational service teams ensuring the delivery of quality results in accordance with UNICEF’s programme of cooperation, country programme management plan and overall vision set forward by the Representative.

Conceptualized as a decentralized central office, CFOs are accountable to ensure that UNICEF field presence and operations allow for adequate identification and response to the needs of affected populations. According to the Core Commitments for Children in humanitarian action (CCCs)s, these sub national representations of UNICEF are responsible for representing the organization, advocating with authorities, negotiating access with ANSA, engaging with local communities, coordinating with other partners/agencies… all of that while ensuring effective management of UNICEF office presence, staff and assets; reinforcing the capacities of partners and ensuring security and wellbeing of UNICEF personnel.

The data shows that there is a need to support a career development of staff who perform functions of the Chief Field Office in order to prepare them for more senior roles in the organization.

How can you make a difference?

The consultant will develop a Career Management Programme for staff at the Chief Field Office to prepare them for the targeted talent development that prepares them for higher level responsibilities and advancement to Deputy Representative and Deputy Director levels. More specifically, the consultant will:

  • Review UNICEF’s current talent pipeline for these positions, matching the talent analysis outcomes with duty station/next possible role profiles.
  • Developing plans to address gaps and develop career paths for women.
  • In the case of CFOs who tend to consecutively serve in the emergency settings, identify required support to progress to other more senior roles in the organization.
  • Provide advisory services for Chiefs Field Offices (CFOs) & Women who are part of the Talent Initiative.
  • Support DHR to explore career support options for CFOs, identify high potentials, focusing on women transitioning from CFOs and any from other non-programmatic areas to Dep Representational and Dep Director roles.
  • Support DHR in conducting a talent analysis and matching outcomes with duty station and Dep Director profiles.
  • Develop plans to address gaps, and recommend solutions to develop career paths for CFOs.
  • Recommend ways for ensuring generalized increased support for all women who are part of the SSR, to enable them to transition into more senior responsibilities.
  • Develop a prototype for this initiative to be later linked to a piloting approach for Succession Planning for senior staff roles to include Dep Rep/Rep/Dep Director/Director positions in UNICEF.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in business administration, human resources management or related field is required. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of eight years of relevant professional experience in human resources management or talent management, including succession planning, some of which experience must have been in an international environment.
  • Developing country work experience and/or familiarity with emergency is required.
  • Strong analytical skills and ability to use and apply data.
  • Strong planning and organizing skills, with ability to articulate thoughts and idea to diverse audiences. Project management skills are an asset.
  • Excellent presentation skills.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
