OBJECTIVE:

The consultant supports the humanitarian coordination in the education sector as well as education in emergency initiatives in Egypt. The consultant provides technical, operational and administrative assistance with regards to the implementation of the interagency needs assessment focusing on the needs of refugees and migrants as well as supporting the roll-out of specific education in emergency initiatives in pre-primary and primary schools as well as other non-formal education settings.

Methodology:

Under the supervision of the Education Specialist (Level 3), Egypt Country Office, the consultant will work closely with the Education in Emergency team and colleagues from other sections such as Child Protection and support the implementation of the interagency needs assessment for refugees and migrants in Egypt as well as supporting the roll-out of specific education in emergency initiatives in pre-primary and primary schools as well as other non-formal education settings.

The consultant is requested to provide technical guidance to the contracted institution to support the implementation of the interagency needs assessment. The consultant will compile relevant documentation and evidence on the humanitarian situation of refugees and migrants in Egypt and coordinate with the Ministry of Education and EWG members as well as UNICEF implementing partners the FGDs and KIIs needed for data collection. The consultant is expected to review the draft reports and presentations provided by the contracted institutions and provide technical inputs. Whenever necessary, the consultant will provide regular updates to the Education Chief and Specialist as well as EWG members on the progress of the implementation of the interagency needs assessment. Furthermore, the consultant will liaise with the MIS officer and the contracted firm to ensure timely assessment of refugee community schools as well as development of a user-friendly refugee community school database.

Furthermore, the consultant is requested to support the implementation of Education in Emergency initiatives including capacity building of Ministry of Education Master Trainers and UNICEF Implementing Partners on the Learning through Play methodology using LEGO bricks. The consultant will provide technical and operational support to the LEGO project currently implemented by UNICEF, ensure adequate monitoring and documentation of the impact and feedback from targeted schools, which will feed into community materials, final report and new LEGO proposal. Furthermore, the consultant will coordinate with the relevant Implementing Partner donor visits.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE:

Under the Education Specialist, Egypt Country Office, an individual consultant is required to provide the following services:

  1. Humanitarian Coordination in the Education Sector
    1. Compile relevant documents, evidence and information for the contracted consultancy firm to conduct desk review and inform the development of the inception report and research tools;
    2. Review inception report and research tools and provide technical guidance to the contracted consultancy firm with regards to refugee issues in Egypt;
    3. In collaboration with UNICEF’s implementing partners, coordinate and organise school assessment visits, FGD and KII for the needs assessment
    4. In collaboration with MoETE and UNICEF’s implementing partners, coordinate and organise school assessment visits as well as FGD and KII for the needs assessment
    5. Organise workshops and meetings with relevant key stakeholders to review tools, reports and findings;
    6. Develop monthly presentations on progress of the needs assessment and database development for the Education Working Group and donor meetings;
    7. Liaise with MIS officer and consultancy firm to ensure refugee community schools are assessed and database developed;
    8. Support the development of the 3RP and ERP for 2022/23;
    9. Prepare and submit inputs for the emergency reports.
  2. Education in Emergency Initiatives

  3. Conduct at least 5 LEGO trainings for 54 Master Trainers and facilitators for 3 Learning Hubs

  4. Identified LEGO courses and materials available in the Learning through Play Community of Practice to be uploaded on the Learning Passport
  5. Conduct monthly monitoring visits to refugee community schools and learning hubs to follow-up on the implementation of the LEGO training
  6. In collaboration with External Communications, develop two LEGO visibility materials (video, human interest stories, etc.)
  7. Organise LEGO field visit for relevant donors
  8. Develop final report for the LEGO project based on the findings from FGDs held during the monitoring visits
  9. In collaboration with other sections/teams, develop new LEGO proposal for 2022/23
  10. Other tasks as requested by the Education Specialist

Conditions of Work:

The consultant will be paid on a monthly basis after submission and approval of the monthly progress report documenting progress on above outlined deliverables.

The consultant will be reporting to the Education Specialist and work closely with the Education in Emergency team and other sections, particularly the Child Protection Team, at UNICEF Egypt. The consultant will be office-based, and the consultant will be provided a laptop by UNICEF Egypt. The consultant might be requested to travel to selected governorates to follow-up on the roll-out of relevant trainings. The costs for travel will be covered by UNICEF Egypt.

To qualify as an advocate for every child you will have…

  • Advanced degree in education, public administration, public policy, project management or other relevant field.
  • At least 5 years of professional work experience in the development or humanitarian field, preferably education in emergency is required. Previous experience with the UN is plus.
  • In depth knowledge of the refugee situation in Egypt is required.
  • Previous experience in conducting comprehensive humanitarian needs assessments is an asset.
  • Previous experience in capacity building of partners or training of trainers is required.
  • Experience with learning through play methodologies is an asset.
  • Previous experience in development of donor proposals and reports is required.
  • Fluency in English and Arabic is a requirement.
