Objective:

The consultant will contribute to the deployment and promotion of the Learning Passport Platforms to ensure students in Egypt, including children on the move, have access to quality education and learning during the COVID-19 pandemic. Specifically, the consultant will be expected to:

  • Support the Egypt Country Office to deploy Learning Passport as part of the emergency response and development programming;
  • Manage, coordinate and support all programme implementation activities related to Learning Passport;
  • Oversee all knowledge management, monitoring and reporting activities related to Learning Passport; and,
  • Provide technical guidance to Egypt Country Office on strategies and issues related to Learning Passport and other education and technology initiatives.

Furthermore, the consultant will also contribute to promoting digital education in Egypt through the curation, contextualization and development of relevant teaching and learning materials.

Methodology:

Under the supervision of the Education Specialist, Egypt Country Office, the consultant will work closely with the Learning Passport’s MENA focal poin, the global Learning Passport Deployment Team, and the ICT officer at UNICEF Egypt on the deployment of the Egypt Learning Passport Platform with MoETE. In addition to providing technical guidance to MoETE and support the curation, contextualisation and development of relevant content, the consultant is expected to lead on technical and technology-related aspects of the Learning Passport deployment with MoETE.

ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE

To be supervised from the Education Specialist at UNICEF Egypt Country Office and work under guidance from the Learning Passport focal point for the MENA region, an individual consultant is required to provide the following services:

  1. Deployment of the Learning Passport Platform for the Ministry of Education and Technical Education (MoETE) with focus on Non-Formal Education
    1. Support UNICEF Egypt Country Office in the rapid deployment of the Learning Passport Platform for the MoETE, providing technical assistance in adapting the technology solution to the local context and managing potential integration opportunities with existing learning platforms, curating content, coordinating various actors as requested, and providing regular reports to the Country Office and the regional/global teams;
    2. Coordinate and manage any potential integration of the Learning Passport’s different modalities (offline, online, mobile app); and in turn, their integration with MoETE’s learning platforms and information systems;
    3. Maintain three MCT platforms updated, including the necessary technical coordination with MoYS, MoETE and UNICEF education content experts;
    4. Modify the look, content, packaging and layout of the MCT platforms to ensure a better user experience and continuous improvements;
    5. Curate available content relevant for MoETE Non-Formal Education to support employability skills as well as gender equality as well as work with consultancy firms on contextualization of available content;
    6. Lead the implementation and roll-out of the offline Learning Passport in remote areas, in coordination with the regional and global Learning Passport team, with the support of relevant education section colleagues;
    7. Scope complimentary ICT for learning and Edtech tools that could be integrated to support Learning Passport related technology efforts;
    8. Liaise with private sector colleagues to negotiate zero rating for the Learning Passport Platform.
  2. Manage the Learning Passport Platform for children on the move
    1. Work with UNICEF Implementing Partners on the promotion and scaling up on the existing Learning Passport Platform for children on the move and provide technical assistance and capacity building where necessary;
    2. Provide on-the-ground support to users (NGO staff, learners, educators) and stakeholders at key moments of engagement. Support may include sourcing and uploading content in collaboration with Education Staff and implementing partners, creating categories, courses, and lessons, and providing analytical reports from data aggregated by the platform;
    3. Develop a wide set of learning paths for the Learning Passport to guide students learning;
    4. Curate available content relevant for children on the move and support contextualization of available content; liaise with the UNICEF Sudan Country Office on content developed for the national curriculum and upload available content on the platform;
    5. Lead the community-based quality assurance mechanism to ensure high quality of the developed digital content;
    6. Lead the implementation and roll-out of the offline Learning Passport in refugee community schools, in coordination with the Global LP team.
  3. Promote digital education in Egypt
    1. In close collaboration with our private sector team, initiate partnerships to support the promotion of digital education in Egypt;
    2. Provide technical support to the Country Office procuring digital content services (e.g. curation, digitization, localization, production), quality assuring their deliverables from a digital perspective;
    3. Coordinate the digitization and operationalization of relevant training packages and toolkits;
    4. Under the overall supervision of the Education Section Chief, support a wide range of digital education initiatives, i.e. E-9 initiative, all digital education initiatives led by UNICEF Egypt Country Office, the rolling out of reimagine education (digital components) as well as engage in the United Nations Joint Team on Technology & Innovation.
  4. Other relevant tasks
    1. Serve as focal point to management, content creators, regional and global UNICEF stakeholders;
    2. Create and assist in the management of a Learning Passport Platform community among UNICEF staff and national partners engaged in deployments, producing knowledge management resources and organizing activities to ensure collaboration among members of the community and documenting lessons learned, challenges, and good practices;
    3. Develop monitoring tools to monitor the impact of the Learning Passport interventions and provide recommendations for programmatic adjustments and future investments;
    4. Provide technical inputs to donor proposal, reports, briefing notes, case studies to internal and external stakeholders of the Learning Passport;
    5. Other activities needed to support the promotion of the Learning Passport Platform and digital education in Egypt.

As a long-term consultancy with on-going responsibilities throughout the consultancy timeframe, the consultant will be paid on a monthly basis on submission of the monthly progress report document progress on deliverables.

Conditions of Work:

The consultant will report to the Education Specialist, working closely with the Education Section Chief, Learning Passport Global regional focal point, the Global Learning Passport Deployment Team, ICT Officer, Private Sector Partnerships team and other colleagues in the Education section and other sections when required. The consultant will be office-based when needed, and the consultant will be provided a laptop by UNICEF Egypt. The consultant might be requested to travel to selected governorates to follow-up on the roll-out of relevant training packages and toolkits. The costs for travel will be covered by UNICEF Egypt.

To qualify as an advocate for every child you will have…

.University degree in education, public administration, public policy, project management or other relevant field.

    • At least 5 years of professional work experience managing projects is required. Previous experience with the UN is plus.

    • At least 5 years of professional work experience in Technology for Development (T4D) and/or information system development, including mobile and web-based applications, with manifested capacity to manage programmes involving many stakeholders. Specific experience on ICT for learning or digital learning is an advantage. Good technical understanding and familiarity with learning management systems (LMSs) is required.

    • Demonstrated experience working with Microsoft Community Training platform (MCT) desirable.
    • Experience working with MoETE in digital education and management of digital learning platforms an asset.

    • Specific experience on ICT for learning or digital learning design, information system development, including mobile and web-based applications is an advantage.

    • Knowledge of at least Teams, SharePoint, GitHub, Trello, Jira.

    • Experience in digitalization of learning materials, curation and/or development of digital learning materials is highly desirable.
    • Experience in design of multimedia content, audio & video and interactive elements of eLearning is an advantage
    • Excellent communication abilities, in both written and oral forms. Consultant should be at ease in presentations and meetings with D-level (UN) or C-level (private sector) executives.
    • Proven training and capacity building skills for a range of stakeholders.

    • Fluency in English and Arabic is a requirement.
