Objective:

The objectives of the assignment are to analyze and improve financing, monitoring and evaluation frameworks of pre-university education in light of the Education 2.0 commitments as well as the changing demographic, social and macroeconomic situations.

Methodology:

The methodology proposed herein is country-owned and led process, following international standards as outlined in the Guidelines for Education Sector Plan Preparation, Education Sector Plan Appraisal, and other relevant guidance and documents. The consultant will undertake the following tasks under the overall coordination of UNICEF, technical supervision of UNESCO and direct responsibility of the ESP lead consultant:

  • Collaborate with the lead consultant in the preparation of the ESP chapters and throughout the process leading to the finalization of the ESP as and where required
  • Ensure the implementation of Phase 2 on estimation of global cost of the ESP, and financing gaps
  • Analyze and improve financing and monitoring & evaluation frameworks of pre-university education

The consultant will undertake the following tasks in close collaboration with Ministry of Education and Technical Education of Egypt (MoETE), Ministry of Finance, other ministries and institutions, and development partners:

Deliverable 1: Dataset for SimuED (UNESCO simulation model) for Egypt, using the template prepared by UNESCO

- Collect and analyze the macroeconomic data and trends and contribute to developing a medium-term expenditure framework for the education sector for use in a simulation model.

- Collect and analyze the existing financing data by sub-sector, to be integrated into a simulation model

- Collect and analyze the data on access, quality, and efficiency of the education system, to be integrated into a simulation model.

Deliverable 2: List of quantified ESP targets and activities

Support the national ESP team to quantify the Education Sector Policy (ESP) targets and their costs with technical support from UNESCO.

Support in the development of the Results Framework and M&E Framework.

Deliverable 3: Finalized ESP results framework and M&E Framework

- Work with UNESCO in the consolidation of all ESP chapters and finalization of the ESP for review by MoETE and LEG members.

- Based on the templates prepared and proposed by UNESCO and with inputs from MoETE focal points, support in ensuring the drafting and consolidation of relevant ESP chapters with support from UNESCO HQ and with peer-review by UNESCO-IIEP for quality assurance.

- Work with UNESCO in the consolidation of all ESP chapters and finalization of the ESP for review by MoETE and LEG members.

Conditions of Work:

The consultancy does not require any office arrangement since the contracted consultant will be mainly working remotely, attending meetings, and facilitating workshops with MOETE and LEG members.

To qualify as an advocate for every child you will have…

  • Advanced University degree (Master's degree or PhD degree) in economics, education finance or other relevant disciplines
  • At least 10 years of professional experience in the area of M&E, statistics, and/or public finance with emphasis on education
  • Proven capacity to work as an expert in education policy development and provide constructive review of the needs and challenges in education sector
  • Solid knowledge and expertise in economics of education and simulation modelling
  • Excellent knowledge (written and spoken) of Arabic and English languages
  • Practical experience in conducting education sector analysis and developing education sector plans is an asset
