OBJECTIVE

  1. The main objective of this assignment is to ensure the effective and efficient delivery of rehabilitation/minor-rehabilitation services in schools. Under the direct supervision of the Programme Manager as per the hiring Office set-up, the Field Engineer will be responsible for delivering and accomplish the Rehabilitation and/or minor Rehabilitation of facilities in compliance with the project's goals and objectives. She/he is in charge of the day to day management and supervision, ensuring the overall efficiency and effectiveness of processes and activities undertaken to achieve timely delivery of infrastructures. She/he is furthermore accountable for providing technical assistance to the country office team and partners, including inputs to the development of the rehabilitation strategies as well as policies for the maintenance of the infrastructures.
  2. Support the ECD to ensure the effective and efficient delivery of rehabilitation/minor-rehabilitation services in Nurseries.
  3. Provide technical support to the Ministry of Youth and Sports (MoYS) to establish the first of its kind innovation labs at youth centers under the MoYS umbrella.

METHODOLOGY

The field engineer will be based in Cairo's office with programmatic visits to the project sites in target governorates. The methodology of work will stem from the monitoring framework of rehabilitation activities developed by ECO.

ACTIVITIES, DELIVERABLES, AND TIMELINES, PLUS BUDGET PER DELIVERABLE

Based on UNICEF standards for monitoring fieldwork, the field engineer will undertake, provide technical support to needs assessments and Bill of Quantities (BoQs), conduct meetings/interviews with beneficiaries, programmatic visits to target schools (when possible) and submit final professional recommendations on the status of rehabilitated schools. Specific activities will include (but not limited to):

  • Provide overall technical assistance to UNICEF projects that includes school rehabilitation (including minor Rehabilitation) and establishment of innovation labs at youth centers from their planning to their implementation and monitoring;
  • Responsible for ensuring that effective implementation, monitoring, and supervision tools are developed and implemented;
  • Responsible for ensuring effective quality control systems are in place, and contractor and engineering entities work in compliance with technical specifications and UNICEF quality standards;
  • Monitor and evaluate the performance of service providers;
  • Ensure all technical inputs and cost estimates related to the rehabilitation components are accurate, timely provided and included in the project proposals and budgets;
  • Take responsibility for overall progress and use of resources;
  • Identify and manage risks and initiate corrective action where necessary, so that maximum benefit to client and stakeholders is achieved;
  • Prepare progress reports and maintain the relevant project records;
  • Coordinate with operations and programs required activities ensuring proper and timely actions from both, UNICEF's and development partners; and
  • Ensure a sound handing over of facilities to project beneficiaries.

QUALIFICATIONS, SPECIALIZED EXPERIENCE, AND ADDITIONAL COMPETENCIES

Preference will be for the candidate who:

  • She/he holds a bachelor's degree in engineering.
  • Has at least three-year experience in supervising rehabilitation or maintenance projects in schools.
  • Fluent in Arabic and English (written and spoken).
  • Has previous experience in working with UN agencies on similar assignments (not a must)

    CONDITIONS OF WORK

No logistical preparation is needed from UNICEF's part. The contracted individuals should be responsible for all logistical preparations, including travel and transportation. UNICEF will provide office space for consultative meetings when needed.
