How can you make a difference?

Objective:

The consultant will contribute to the implementation and management of the Learning Passport platform as well as the promotion of access to quality and inclusive digital education and learning for the most marginalized students in Egypt. Specifically, the consultant will be expected to:

  • Support the Egypt Country Office and MoETE to identify strategies to promote digital education for the most marginalized children including the deployment of the offline Learning Passport among others;
  • Support the Egypt Country Office to implement the Learning Passport for children on the move and promote the LP integration into teaching and learning in formal and non-formal education settings;
  • Provide technical support to content curation, development and contextualization;
  • Identify innovative digital learning solutions and provide technical guidance to Egypt Country Office on strategies and issues related to Learning Passport and other education and technology initiatives.

Methodology:

Under the supervision of the Education Specialist, Egypt Country Office, the consultant will provide technical inputs/support for the engagement with MoETE related to digital education and support the technical readiness for the deployment of the offline Learning Passport platform in Egypt including testing to reach the most marginalized children. The consultant is expected to lead on technical and technology-related aspects of the Learning Passport deployment with MoETE.

Furthermore, the consultant will work closely with the Learning Passport’s regional focal point, the global Learning Passport Team, and the ICT officer at UNICEF Egypt on the implementation of the Egypt Learning Passport Platform (https://egypt.learningpassport.unicef.org) as outlined in the Learning Passport implementation and research plan. The consultant is requested to manage this platform and liaise regularly with UNICEF implementing partners, to improve the integration of the Learning Passport in teaching and learning in refugee community schools and Learning Hubs. The consultant will provide technical guidance, develop training materials and provide capacity building to partners, school manager, teachers and facilitators. Additionally, the consultant is expected to regularly analyze the usage of the learning passport through data available from the platform, customize Egypt Learning Passport website to the needs of the targeted users based on regular feedback and suggest ways to improve the platform to ensure user-friendly experience.

In collaboration the Education Specialist, the consultant will also support the identification, curation, contextualisation and development of relevant content and learning materials for the Learning Passport for educators, learners and parents. Furthermore, the consultant is requested to identify innovative digital learning solutions and provide technical guidance to Egypt Country Office on strategies and issues related to Learning Passport and other education and technology initiatives. The consultant will propose new digital learning/EdTech solutions that can be integrated in UNICEF’s programme and liaise with other UNICEF country offices to learn from best practices and share Egypt’s experience.

At the beginning of the consultancy, the consultant is requested to participate in one or more on-boarding calls with the UNICEF’s regional focal point for the Learning Passport as well as other members of UNICEF’s global Learning Passport team.

(2) Manage the Learning Passport Platform for children on the move

  1. Registrations of refugee and migrant children on the Learning Passport and usage/completion of courses increased.
  2. Landing page finalized and social media campaigns supported with content to promote access and use of the Learning Passport.
  3. Egypt Learning Passport Platform adjusted to the needs of beneficiaries based on regular feedback collected from beneficiaries and partners.
  4. In collaboration with UNCEF colleagues, IPs and teachers/school managers/Learning Hub facilitators, Learning Passport implementation tested in at least 2 schools and 6 Learning Hubs.
  5. Relevant training materials related to ICT in education and LP integration developed for school managers/teachers in the refugee community schools.
  6. Teachers/school managers/Learning Hub facilitators trained to integrate the Learning Hub into their teaching based on agreed models.
  7. Technical guidance provided regarding online security and data protection of LMS.
  8. Technical guidance provided regarding technological equipment to be procured for and used in schools and Learning Hubs.
  9. Internal capacity for managing the Learning Passport, Offline, Online and Mobile – including managing the interface, managing content, users, and offline technology built.

Conditions of work:

The consultant will report to the Education Specialist, working closely with the Education Section Chief, Learning Passport regional focal point, the Global Learning Passport Team, ICT Officer, Private Sector Partnerships team and other colleagues in the Education section and other sections when required. The consultant will work from the office once per week. The consultant will use his own laptop. The consultant might be requested to travel to selected governorates to follow up on the testing and scale-up of the Learning Passport. The costs for travel will be covered by UNICEF Egypt.

As a long-term consultancy with on-going responsibilities throughout the consultancy timeframe, the consultant will be paid on a monthly basis on submission of the monthly progress report documenting progress on deliverables.

To qualify as an advocate for every child you will have…

-University degree in education, digital education, education technology, public policy or other relevant field.

-At least 5 years of professional work experience, preferably in the area of digital education and learning, EdTech or ICT for learning is required. Previous experience with the UN is a plus.

-Good technical understanding and familiarity with learning management systems (LMSs) is required.

-Experience working with MoETE and knowledge of their digital learning platforms is highly desirable.

-Experience in the digitalization of learning materials, curation and/or development of digital learning materials is required.

-Experience in the design of multimedia content, audio & video and interactive elements of eLearning is an advantage.

-Excellent communication abilities, in both written and oral forms. Consultant should be at ease in presentations and meetings with D-level (UN) or C-level (private sector) executives.

-Proven training and capacity building skills for a range of stakeholders including the development of training materials.

-Fluency in English and Arabic is a requirement.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
