Overview

You have:

• Bachelor's degree in international development, humanitarian affairs, human rights, environmental management, public policy or related field is required.
• A master's degree or higher in one of those areas is highly desired.
• A minimum of 5 years of relevant professional experience in humanitarian emergency contexts is required.
• At least 3 years of experience supporting emergencies responses caused by natural or human-induced environmental disasters is highly desired.
• Solid understanding of rights-based approaches and international standards (humanitarian, human rights, refugee law) is required.
• Proficiency in data collection, analysis, visualization, and data protection practices in emergency settings will be considered a strong asset.
• Experience with participatory methodologies and operationalizing data tools in affected communities will be considered a strong asset.
• Native or full professional proficiency in Spanish is required.
• Working knowledge of English is required.

Result of Service

The ultimate outcome of this service is the effective development of documents and tools that enhance the capacity and coordination of National Human Rights Institutions (NHRIs) in the preparedness, response, and recovery from humanitarian emergencies, particularly those related to natural or human-induced environmental disasters. By receiving these resources and training, NHRI personnel will be equipped with the knowledge and skills necessary to apply a rights-based approach in all aspects of humanitarian action.

Duties and Responsibilities

The consultant will be responsible for developing a manual, guide, or action protocol for National Human Rights Institutions (NHRIs) in Latin America and the Caribbean to enhance their role in humanitarian emergencies. This document will have a particular focus on emergencies arising from natural and human induced environmental disasters, including climate change impacts, floods, hurricanes, droughts, and wildfires. The development of this consultancy and the implementation of its products stem from the coordination and collaborative efforts between OHCHR and the Network of National Institutions for the Promotion and Protection of Human Rights of the American Continent (RINDHCA, by its Spanish acronym). This instrument should be based on international standards and best practices, inputs from NHRIs and comparative experiences from similar contexts and will serve as a practical reference to strengthening the capacity of NHRIs in protecting and promoting human rights in preparedness, response and recovery to emergency situations, ensuring a rights-based approach. The consultant will be expected to: - Conduct or support consultations with NHRIs in Latin America and the Caribbean, and key humanitarian actors to gather relevant insights, identify challenges, and best practices. - Analyze and integrate comparative experiences from other regions to ensure a robust and context-sensitive approach, as well as standards established in international and regional instruments applicable to humanitarian emergencies, with a special focus on environmental-related crises. - Draft the document, ensuring clarity, practical applicability, and alignment with international standards, including human rights, humanitarian and refugee laws. - Identify best practices and tools to share with NHRIs for monitoring human rights violations in emergencies, including practical templates and assessment frameworks. - Facilitate a validation process, incorporating feedback from RINDHCA, NHRIs and other stakeholders. - Prepare training materials based on the document’s content and, if required, support the delivery of a capacity-building session for NHRI representatives. The consultant will receive payment in local currency (USD), contingent upon approval and satisfactory acceptance of deliverables/products by the Regional Office for South America of the United Nations High Commissioner for Human Rights. This contract provides an all-inclusive fee structure, meaning OHCHR will not cover additional costs or benefits. Consequently, the consultant is responsible for securing health insurance for the duration of the contract. If the contract involves international missions or assignments, the medical coverage must extend globally.

Qualifications/special skills

Proven experience in consultations, stakeholder engagement, and delivering capacity-building workshops is desired. Solid understanding of rights-based approaches and international standards (humanitarian, human rights, refugee law) is required. Proficiency in data collection, analysis, visualization, and data protection practices in emergency settings will be considered a strong asset. Experience with participatory methodologies and operationalizing data tools in affected communities will be considered a strong asset.
