The consultant will support for the implementation of the Local Governance and Sustainability Component of UNICEF Madagascar's WASH Section. He/she contributes to the achievement of the objectives and vision of UNICEF and the Ministry of Water, Sanitation and Hygiene (MEAH) in terms of local governance of the WASH sector, and to the achievement of the objectives and vision of UNICEF and the Ministry of Water, Sanitation and Hygiene (MEAH) in terms of infrastructure management and to strengthen the strategic support.

How can you make a difference?

The consultant main responsibilities are to:

  • Ensure the development and harmonisation of contractual models and monitoring tools with the MEAH and the Ministry of the Interior and Decentralisation (MID) for the provision and management of services.
  • Actively participate in the process of setting up and operating STEFI and STEAH
  • Build the capacity of local stakeholders, mainly municipalities, in the planning, provision and sustainable management of EHA services.
  • Assist the WASH section in the implementation of soft activities under the Mionjo project to ensure community engagement.
  • Support the WASH section in ensuring that infrastructure management delegation contracts are effective.
  • Contribute to the monitoring and evaluation of the activities of private managers
  • Strengthen strategic support

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields: Hydraulics, Hydrology, Civil Engineering or equivalent;
  • Additional relevant training in WASH and PPP.
  • Two (02) years' professional experience in WASH-related programmes in developing countries;
  • Experience of two (02) years or more in local governance, sustainability and tariff management systems for water points in Madagascar;
  • Good knowledge of private management mechanisms for public infrastructure, in particular water supply and sanitation facilities
  • Some experience of working with the public administration related to the WASH sector in Madagascar is required
  • A good knowledge and understanding of the regulations in force in the WASH sector is required;
  • Knowledge of database management is desirable;
  • Experience in terms of knowledge of the functioning of Decentralised Territorial Collectivities (DTCs) is required.
  • Experience of working with UNICEF and/or other UN or bilateral agencies is desirable;
  • Excellent oral and written skills in French;
  • Good knowledge of English desirable;

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
