ROLE PURPOSE:

Funded by USAID/ BHA, the Ukraine Protection Consortium (UPC) was established at the start of the Save the Children humanitarian response in Ukraine to work with consortium members Danish Refugee Council (DRC) and Right to Protection (R2P), as well as local NGO partners, to deliver a multi-sectoral program, aiming to improve the protection of those affected by the ongoing conflict in Ukraine. This includes protection, shelter, WASH, cash assistance and other activities for conflict-affected communities.

Supported by USAID/ BHA, the Humanitarian NGO Platform in Ukraine was established in February 2023 and is dedicated to serving and facilitating the work of its 100 international and Ukrainian NGO members to efficiently and effectively address the humanitarian needs of conflict affected people. This is done through advocacy, coordination, information sharing, representation, and external stakeholder engagement. The Secretariat currently consist of the Director, Deputy Director, Advocacy and Policy Advisor, Membership and Administration Officer, Translator and is supported by the Steering Committee comprising of 5 NGOs. Save the Children is the host of the NGO Platform.

The Communications Coordinator will be responsible for supporting UPC’s external communications and leading the NGO Platform’s communication and information sharing and issues related to internal and external communications management. The Coordinator has a responsibility of streamlining communications through producing and designing specific types of information and communications products (e.g. updating website, weekly updates, publications, backgrounders etc.). The Communications Coordinator will work on establishing internal information sharing systems and provide recommendations for internal Secretariat information and communications management.

KEY AREAS OF ACCOUNTABILITY:

Strategy design, development and implementation

  • Lead the design, development and implementation of the NGO Platform communications strategy including the Weekly Updates and a social media strategy based on membership priorities and feedback.
  • Develop and implement an “Introduction Pack” for the NGO Platform, especially for new NGO Platform Members and new Country Directors in coordination with the Director, the Deputy Director and the Advocacy and Policy Advisor, in order to ensure that appropriate information and communications is provided to NGO Platform members and relevant stakeholders.

External communications and engagement

  • Ensure the consistency of the NGO Platform’s public position through communications across media and digital platforms including NGO Platform website and social media channels.
  • Manage the content development of the NGO Platform website and work with the vendor to publish and manage the website.
  • In coordination with NGO Platform members, collect and if needed support with design, production and manage the dissemination of external communication material in both traditional and digital platforms.
  • In coordination with Ukraine Protection Consortium (UPC) members, design, produce, and disseminate external communication materials for a wide range of audiences in both traditional and digital platforms

Internal communications coordination, capacity building and technical support

  • Ensure that information and communications products released by the NGO Platform Secretariat maintain high-quality standards; that reports are clear, objective, based on comprehensive data and comply with relevant professional requirements.
  • Produce specific types (e.g. print, online) of information and communications products (e.g. brochures, backgrounders, newsletters etc.) appropriate to the NGO Platform’s work
  • Manage the content development and communications outreach for NGO Platform General Assembly meeting and any other annual events.
  • Analyse the NGO Secretariat and the NGO Forum’s communications systems and institute relevant adjustments/changes to strengthen them.
  • Provide induction and briefing to all new staff and new directors of member organisations as required.

The role will be split 25/75% between the UPC and the NGO Platform.

Additional job responsibilities

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

Essential

  • Master’s degree in journalism, communications, information management, political or social sciences or related area
  • Demonstrated experience of 5 years in a communications role, preferably in a humanitarian/NGO/civil society setting.
  • Track record of producing various types of communications and information products including reviewing/editing reports, producing PowerPoint presentations, developing one-page memos, leaflets, web-based content, position papers, press statements and managing the production of web pages.
  • Documented skills in online information management, database design, data analysis, graphic design, social media, print media and visual/audio media management.
  • Demonstrated skills in web and graphic design, Office, Google apps, Adobe Creative Suite, ArcGIS/QGIS an advantage.
  • Written and spoken fluency in English and Ukrainian and/or Russian.
  • Willingness to learn and interest in humanitarian practice.
  • Commitment to international humanitarian standards and principles.
  • Excellent writing, editing and analytical skills and ability to formulate well-targeted strategic documents.
  • Ability to work independently in a fast-paced and often demanding environment.
  • Flexibility, multi-tasking and teamwork

Desirable

  • NGO Communication experience
  • Experience in an NGO (local or international) or civil society in Ukraine desirable.
