Travel:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

Office/Unit/Project Description

UNDP on the ground in more than 170 countries provides a global perspective and local insight to help empower lives and build resilient nations. Across Asia and the Pacific, UNDP helps countries build and share their own solutions to urgent development challenges, supporting coalitions for change and connecting individuals and institutions so they can share knowledge, experience, and resources.

In the Asia and Pacific region, UNDP drives one of the largest youth movement for empowerment, equality, social inclusion, and social justice (Youth Co:Lab). The programme empowers and invests in youth, so that they can accelerate the implementation of the SDGs through leadership, social innovation, and entrepreneurship. Working with partners in government and the private sector, UNDP is co-creating national and regional programmes positioning young people front and center to solve the region’s pressing problems. Through our country offices we are working with young people to build entrepreneurial skills an d capacity, help governments increase engagement with young people by creating supportive policy and regulatory environments; and covering with private sector and academics to create an enabling ecosystem for young social entrepreneurs.

Over the last 4 years, Youth Co:Lab has been implemented in 25 countries and territories in Asia and the Pacific. The national dialogues, regional summits and social innovation challenges have reached over 75,000 participants. The initiative has benefitted over 8,000 young social entrepreneurs and helped to launch or improve over 1,000 youth-led social enterprises. Youth Co:Lab has also established partnerships with 192 key ecosystem players through a Youth Empowerment Alliance.

Communications will play a significant role in highlighting the successes of this commitment and collaboration, by demonstrating the impact of the partnership and progress across the region. For this, UNDP is seeking the services of a senior communications coordinator to improve and manage the communications strategy of the project, including via digital media, social media and public relations.

Institutional Arrangement

The communications coordinator will report to the Regional Youth and Civil Society Specialist with the close supervision of Regional Communications Advisor and Regional Youth Project Manager and work in close collaboration with the UNDP country offices and other key parties. The success of the project depends on the timely delivery of each component. The Consultant should ensure timely identification of potential risks and signal any delays in deliverables. The contract will be effective immediately upon signature by UNDP.

UNDP BRH will have the following responsibilities: (i) Provide relevant documents; (ii) Discuss and agree on the methodologies of the assignment; and (iii) Monitor and evaluate the progress of the assignment. The contract and payments will be performance-based and regularly assessed by UNDP BRH. All travel expenses to and from the target area should be included in the financial proposal.

The present ToR may be subject to modification, without changing the overall objective and the scope of work, on the basis of mutual consultations. UNDP will hold the copyright of the assignment deliverables

Duties and Responsibilities

Scope of Work

  • Lead the revision of the communications Strategy 2021-22 for Youth Co:Lab Project (based on the review of 2020-21 communications strategy in Sept. 2021). Closely liase with the project co-lead to ensure synergies and the achievement of overall project goals.

  • Lead the implementation of the communications strategy 2021-22. Supporting team members to achieve various components of the strategy, regular monitoring of progress and update project team and donors.

  • Ensure quality control of communications products produced at Regional and Country Office level, (including newsletters, social media content, publications, infographics, videos and related content), as well, as providing advisory support to national communications strategies. Ensuring political and programmatic sensitivities are taken into consideration in all communication activities.

  • Liaising with the project donors to ensure content is approved and maintaining close communication with the donor of all upcoming opportunities, events, and campaigns.

  • Create Own content to help increase visibility for the project by writing press releases, op-eds, human interest stories, photo stories and other relevant communications materials to be showcased in high-profle media outlets (ex – Bloomberg, NY times, Guardian, SCMP etc.)

  • Support Project activities by drafting talking points and strategic positioning requests for UNDP Senior Management (events, national dialogues, research etc.), write blogs for the Youth Co:Lab and UNDP websites and internal and external social media platforms

  • Support to the UNDP Regional Programme. Coordinate communications and media activities, tasks and strategies of and related to the Youth Co:Lab programme with Communications team of UNDP Asia-Pacific and HQ to ensure that the communications produced are aligned with the Regional Programme objectives and contributing strategically to other regional efforts.

    Other ad hoc activities relating to communications and visibility, as well, as support to the Youth Team on programmatic activities

Required Skills and Experience

Min. Academic Education

  • Bachelor’s or Master’s degree in communication, journalism, marketing, digital media studies, public relations, social sciences, political science or any other related fields

Min. years of relevant Work experience

  • Minimum 4 years (with Bachelor’s degree) or 2 years (with Master’s degree) of experience in communications related work (Contractor should have prior experience in private sector and/or public relations, media etc.)

Required skills and competencies

  • Prior experience related to developing communication strategies and campaigns (including monitoring and evaluation of these campaigns)
  • Strong partnership background (working with various stakeholders for communication activities)
  • Working knowledge on communication products, writing standards and terminology of development organizations and/or private sector
  • Experience in Asia-Pacific region

Desired additional skills and competencies

  • Graphic design packages such Adobe, Canva
  • Social media management platform skills such as Hootsuite
  • Data analysis skills such as google analytics

Required Language(s) (at working level)

  • Excellent English language skills is required (particularly on written English for writing and proof-reading)

  • Any Certifications related to web and social media management is an asset
