Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s China Office in Beijing supports and carries out work on (i) enhancing women's economic empowerment; (ii) ending violence against women; and (iii) innovative work to address gender issues in China. In addition to the above, UN Women also actively participates and contributes to various UN inter-agency processes and collaborates with UN organizations around specific programme areas.

UN Women China Office is seeking a exprienced consultant to provide full-time support, and will be responsible for supporting the office’s communications tasks to ensure high quality, accuracy and consistency of work. The consultant is expected to be based in UN Women China office and perform duties and responsibilities consistent with position requirement and in line with UN Women rules and regulations.

Duties and Responsibilities

Under the direct supervision of the Head of Office, the Consultant is responsible for the following tasks:

  • Contribute to UN Women’s mandate and goals through carrying on communications activities that is aligning with UN Women Communications Strategy.
  • In coordination with supervisor, development and preparation of material for marketing and awareness-raising including briefing materials and press kits.
  • Lead on advocacy ,knowledge-sharing events and creation of branding and visibility opportunities.
  • Coordination and documentation of communication activities results, including statistics and media reports.
  • Liaising frequently with UN Women’s media partners, and the UN Communications Group in China on key communication activities.
  • Liaising frequently with the UN Women Regional and HQ Communications management teams on communication initiatives.
  • Promote localization of the key global or regional communications initiatives among their Chinese users.
  • Draft briefing materials, and press releases and coordinate its dissemination through effective channels;
  • Maintain UN Women China social media channels ensuring consistency and clearance of the materials and messaging.
  • Provide support and input to different programme teams on communications aspect when needed.

  • Providing service and planning with communications expertise through daily work, aligning with UN Women Communications Strategy.
  • Media relationship and inquires management. News report and interviews coordination and placement.
  • Event planning, coordination, and management. E.g. 2022 IWD media engagement planning and coordination.
  • UN Women China social media supervision and management.
  • KOLs, influencers, celebrity and relevant stakeholders’ engagement and relationship management when needed.
  • Coordination and reporting with UN Women Regional Office and HQ on China office communications related initiatives and practices.
  • Providing technical support on China office programme communications practices, good case documentations and news reporting when needed.
  • Providing support on office communications related planning and update such as annual work planning, reporting, annual office newsletter coordination and dissemination.
  • Supporting programme team on communication, advocacy and visibility of UN Women programmes
  • Work closely with UN Women partnership team on visibility and communication of partnerhship activities, key events and media engagement
  • Support and facilitate video recording, media engagement and interviews, as needed, for UN women head of office

  • Minimum educational requirement: Master’s degree in one of the following disciplines: Communications, Journalism, Public Relations, social science, or other relevant subjects.
  • Minimum 5 years of experience in leading organization communications and PR portfolio.
  • Proven experience in managing public social media account and planning campaigns
  • Knowledge and/or previous working experience in gender.
  • Previous experience and track record working for multi-national organizations, inter-governmental organizations, or United Nations agencies is an advantage.
  • Fluency in English and Chinese are required

Selection and evaluation criteria

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. The total number of points allocated for the technical qualification component is 100. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task.
