Background

Ageing is a major challenge facing China in the 21st century as well. Joining all other UN agengies, UN Women commit ourselves to the task of effectively incorporating ageing within social and economic strategies, policies and action while recognizing that specific policies will vary according to conditions within each country and advocate to mainstream a gender perspective into all policies and programmes to take the needs and experiences of older women and men into the consideration.

Local experts from China remind that the long-term balanced and sustainable development of the population is a major issue related to the nation development. China is experiencing a rapid ageing and there are distinct gender differences in the development of population ageing in China. In terms of physiology, the elderly women are superior to the elderly men in number and life expectancy, demonstrating that there are more women than men in advanced age. As for the social gender, the elderly women as compared to the elderly men fall behind in income security, physical and mental health as well as family and social status.[1]

As part of its work in China, UN Women is strengthening focus to address the gendered dimension of ageing in 2021 and upcoming years. Hence, the office conducted a policy brief on social participation and economical participation in 2021 to inform advocacy and dialogue for supporting gender responding ageing policy and programmes in China in the future.

UN Women China has made significant progress on the understanding of Economic and Social Participation of Older Persons with a Gender Lens through pocliy brief in 2021. The policy brief provides a clear picture on value, current status, individual, family, social and policy factors restraints, international and national practice and experience of social participantion and economic participation of elderly women. The policy brief also come out with a general recommendations on social participation and economical participation of elderly women.

In order to emphasize and strengthen the gender lens of the policy brief, supplement the lastest data, figures, and analysis of social participation and economical participation, strengthen the analysis and interpretation of policy brief, update the general recommendations to actionable recommendations, UN Women would like to hire a consultant to update the policy brief in above mentioned dimensions.

Duties and Responsibilities

Main Objective

To update the policy brief to emphasize and strengthen the gender lens of the policy brief, supplement the lastest data, figures, and analysis of social participation and economical participation, strengthen the analysis and interpretation of policy brief, update the general recommendations to actionable recommendations.

Scope of Work:

The Consultant is responsible for the following tasks:

1. Review of policy brief “The Policy Brief: Promoting Economic and Social Participation of Older Persons with a Gender Lens”

  • Understand the background, methodology, and key literatures
  • Review the current analysis and interpretation from data and evidence to finding/conclusion and recommendations
  • Discuss with the current policy brief development team based upon needs

2. Update the policy brief and compile the executive summary

  • Update the policy brief with lastest data, survey, and figures in ageining, gender, social participation, and economical participation
  • Strengthen the gender lens based on update data, survey, and figures
  • Revalidate and refine the logic from data and evidence to findings and conclusion
  • Update the recommendations to be actionable and concrete
  • Update the policy brief with updated Chinese policy
  • Draft an English and Chinese executive summary for dissermination
  • Discuss with the current policy brief development team based upon needs

3. Set up dissermination plan with UN Women and join the dissermination event

  • Draft the dissermination plan with UN Women
  • Join the dissermination event

Required Skills and Experience

Experience and required qualifications

The consultant should demonstrate qualifications, experience and competencies in the following areas:

  1. Minimum educational requirement: Master’s degree in ageing, public health, and other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
  2. At least 5 years’ working experience in quantitive, qualitative, and/or quasi-research in social science
  3. Proven experience in quantitive, qualitative, and/or quasi-research in social science on ageing and gender
  4. Previous working experience of report writing in both English and Chinese
  5. Previous working experience in the UN System is an advantage
  6. Fluent in English and Chinese is required

Selection and evaluation criteria

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  • Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task.
