Background

I. Organizational Context

UN Women (the United Nations Entity for Gender Equality and the Empowerment of Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Türkiye, in line with its global Strategic Plan 2022-2025 and Country Strategic Note (2022-2025), and the overall UN Sustainable Development Cooperation Framework for Turkiye (UNSDCF) (2021-2025), UN Women works towards the overarching goal of “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socioeconomic development towards the advancement of gender equality in Turkiye”. UN Women works in four thematic areas: (i) governance and participation in public life; (ii) women’s economic empowerment; (iii) ending violence against women and girls; and (iv) women, peace and security, humanitarian action and disaster risk reduction.

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. Reporting to the Country Director, the Communications Analyst is responsible for assisting in the planning and implementation of the Country Office (CO) communications and advocacy strategies to increase the standing and awareness of UN Women with partners, the media and the public.

The Communication Analyst works in close collaboration with the Communications, Programmes and Operations team, HQ/Regional communications teams, staff of other UN Agencies, Government officials, media, multilateral and bilateral donors and civil society to ensure successful implementation of UN Women’s communication and advocacy strategy nationwide and across the programs. The Analyst will work in close collaboration with the UN Communications Group and other related UN inter-agency result groups and teams to ensure complementarity and coherent and effective UN action.

Duties and Responsibilities

II. Key Functions and Accountabilities

1. Plan, design and manage communication and outreach/advocacy strategies and plans

  • Prepare and conduct communication needs assessments for the UN Women Turkiye Country Office, including projects, programmes and corporate change initiatives;
  • Oversee the implementation of the Communication and Advocacy Strategy for UN Women Turkiye Office and its regular monitoring and revisions as needed based on internal and external developments.
  • Analyze requirements and synthesize proposals for elaboration of communication strategies; ensure gender perspective within UN Women and interagency communications products and strategies; Integrate communication, advocacy and outreach strategies into proposals for project/programmes and other initiatives;
  • Monitor and analyze traditional and social media coverage and produce reports on communications results
  • Coordinate in-country UN Women/ UN system corporate and local campaigns and special events;
  • Provide advice and guidance to UN Women Turkiye Office on advocacy on emerging issues.
  • Plan and supervise the launch of in-country UN Women/UN system corporate and local campaigns and special events.
  • Co-Supervise the communication team to effectively implement the CO Communications Strategy

2. Coordinate and implement the development and dissemination of advocacy materials in the country

  • Develop and produce communication instruments and materials, including briefing materials, press releases, and drafts of articles, and manage its dissemination;
  • Identify and propose information opportunities, activities, approaches and platforms and partners;
  • Develop, promote and disseminate corporate advocacy materials for launching flagship initiatives, publications, and campaigns;
  • Coordinate the translation/adaption/rewriting of information received into local language, printing and dissemination of publications and audio-visual materials;
  • Contribute to identifying storylines for publications and articles contributing to debates on key development issues;
  • Follow guidelines from HQ and RO.

3. Coordinate and manage media relations and relations with Goodwill Ambassadors and celebrities

  • Manage relationships with press in country; maintain and update database of relevant press;
  • Manage relations with the UN Women national Goodwill Ambassadors, celebrities, and well-known personalities to amplify UN Women’s goals in the country;
  • Document, review and refine process of working with celebrities, including special events, media opportunities, field trips etc;
  • Respond to a variety of inquiries and information requests from national media, or international media pertaining to the realities of the local context; prepare related correspondence;
  • Organize roundtable discussions, press conferences, and briefing sessions for press, as required;
  • Draft talking points.

4. Build and maintain partnerships and maintain relations with donors and the other UN Agencies

  • Identify and develop new communication partnerships and alliances to enhance visibility;
  • Liaise with advocacy partners and undertake outreach to civil society organizations, governments, and other groups to ensure that newsworthy information reaches the public and donors;
  • Provide inputs to packages for programme initiatives for donor review.
  • Represent UN Women in inter-agency UN Communication Group and provide inputs to joint UN campaigns/ communication and visibility materials;

5. Maintain the UN Women Turkiye Country Office web/ online presence

  • Manage the CO website’s content and maintenance based on corporate requirements; overseeing the work of other responsible staff, personnel and consultants;
  • Manage the CO social media accounts in line with corporate social media policy, overseeing the work of other responsible staff, personnel and consultants;
  • Identify, propose, draft and publish stories and news based on UN Women Turkiye’s programme and activities for dissemination in the regional and HQ websites as appropriate, on a regular basis throughout the year and in response to specific call for stories around main campaigns (e.g. International Women’s Day, 16 Days).
  • Oversee uploading of information to knowledge management system on a regular basis, including news, updates, and resources.

6. Facilitate knowledge building and sharing

  • Identify and synthesize best practices and lessons learned directly linked to programme country goals and activities;
  • Provide training and workshops on communication and advocacy, as appropriate.

7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Supervisory / Managerial Responsiblities: S/he will co-supervise other members of the UN Women Turkiye Office communications team (i.e communications analysts, assistants, interns, and consultants) employed under different projects.

Education and Certification:

  • Master’s degree (or equivalent) in communications, public relations, journalism or relevant field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience

  • At least 2 years of professional work experience at national or international level in public relations, communications or advocacy;
  • Experience in communication and advocacy in the field of gender equality is a strong asset.
  • Experience in media relations is an asset;
  • Experience in the use of social media
  • Experience in working with the UN system is an asset

Languages

  • Fluency in English and Turkish is required;
