Sudan is surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan. Positioned next to East, West, and North Africa, it is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan’s children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high, and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan’s school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudan’s 18 states.

How can you make a difference?

MAIN DUTIES AND RESPONSIBILITIES:

1. Coordinate the programme and represent UNICEF including in partner coordination meetings, briefings and field missions.

  • Coordinate with relevant UN partners INGOs, including in terms of overall management of the initiative, planning, monitoring, donor reporting and advocacy
  • Represent UNICEF in inter-agency forums for effective coordination, planning, reporting and advocacy on the programme (including how it relates to wider UNICEF COVID-19 RCCE work)
  • Lead the coordination of the programme within the UNICEF team, including through regular meetings and information exchange, sectoral integration and geographical convergence.
  • Oversee and support the team on the ground on the implementation process.

2. Technical and operational support for efficient and timely integrated programme planning, implementation, monitoring and evaluation

  • Manage, in coordination with relevant partners, and with the support of UNICEF’s Planning, Monitoring and Evaluation (PME) team, the establishment of baselines, monitoring and reporting on the programme results.
  • Manage the preparation of both narrative and financial reports of the programme at state level including by developing and or collating timely and credible data and information.
  • Lead, in coordination with UNICEF’s partnership team, the development of further partnerships and resource mobilization in support of the programme.
  • Undertake regular field visits either individually or in integrated teams to support, verify, monitor and evaluate the implementation of the programme in the targeted states. Actively monitor progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant program colleagues/head of the office for timely resolution.
  • Participate in monitoring and evaluation exercises, programme and annual reviews together with field-based staff, donors, government and other counterparts to assess progress and to identify any programming adjustments to achieve the desired results.

3) Lead technical support on Communication for Development (C4D) Programme implementation and integration

  • Provide oversight in peacebuilding components of the programme.
  • Ensure the integration of peacebuilding and conflict sensitivity approaches at all stages of the project and programme cycle.
  • Provide guidance and coordinate the management (design, planning, implementation, monitoring and evaluation) of the peacebuilding components of various programmes and projects.
  • Coordinate the community-based approaches on the engagement and enabling of women, adolescents and children in the scaling-up of appropriate behaviours and abandonment of harmful practices through innovation and use of technology.
  • Facilitate a community engagement mapping process to integrate with the existing platforms and for the selection of community focal points for the activities.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Education, Business Administration, Social Science, Public Administration/Policy, International Development or other related and relevant field.
  • A minimum of Six years of relevant professional experience in C4D approaches and theories in programme implementation and response to humanitarian emergency, peacebuilding and social cohesion will be an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • UN organization, INGO or similar work experience is considered an asset.
  • Excellent written and verbal English skills are an essential job requirement, Arabic is an asset.
