Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

In particular, UNICEF will work so that:

  • Every child survives and thrives -- being in good health, immunized, protected from polio and accessing nutritious food.
  • Every child learns.
  • Every child is protected from violence and exploitation and registered at birth.
  • Every child lives in a safe and clean environment, with access to safe drinking water and adequate sanitation.

The Communication for Development Officer (Temporary Appointment), under the general supervision of the Communication for Development Specialist Fixed Term and in close collaboration with UNICEF, government, WHO PEI and other partner counterparts provides technical and operational support to the C4D Specialist and internal colleagues by administering, implementing, monitoring and/or evaluating a variety of C4D initiatives and activities to promote community engagement and participation, and measurable behavioral and social change/mobilization in support of the Polio Eradication Initiative (PEI) and immunization objectives in Sindh. Particular focus will be on ensuring that all high-risk Districts and Union Councils have communications plans in place which are based on the available epidemiological/surveillance data, campaign results and other data to improve vaccine acceptance and subsequently contributes to polio campaign efforts in reducing missed children towards achievement of Polio eradication in Pakistan

How can you make a difference?

  • Support development and facilitate implementation of evidence driven communication plans of action aiming at: (a) behavior development/change at the individual/household levels; (b) social mobilization of civil society organizations; and (c) increased community participation in PEI programmes.
  • Collect, synthesize, draft and/or organize materials and related documentations for evidence based C4D strategies and plans (as a component of NEAP and CO Programmes) to ensure optimum impact, scale and sustainability of achievements/results.
  • Support the C4D Specialist (FT) in the development of the overall work plan for PEI activities, monitors compliance and provides support and guidance to ensure objectives are met. This includes performance planning, monitoring and appraisal.
  • Provides technical support to communication personnel in high risk Districts, to ensure communication strategies are in place in the high-risk Districts and Union Councils. Plans must address appropriate challenges based on analysis of campaign and surveillance data in Sindh.
  • Develops partnerships with individuals, groups and organizations whose support is essential to ensuring support for high risk groups for PEI, achieving advocacy and communication objectives. Focus is on strengthening their capacity through appropriate advocacy and communication training, access to updated information, supplies and equipment and through experience-sharing.
  • Monitors implementation of communication activities for PEI and other relevant issues by reviewing progress and identifying constraints through review of monitoring reports field visits, consultation with government counterparts, partner, and community and UNICEF staff in Sindh. Responsible for producing a monthly progress report which will be shared with the supervisor. Update Provincial Emergency Operation Center (PEOC) on progress and challenges for communication.
  • Share best practices and knowledge learned/products with partners and stakeholders to build capacity of practitioners/users and disseminate products to key audiences including partners.
  • Support the organization, administration and implementation of capacity building initiatives, including partnerships with training and academic institutions, to enhance the competencies of clients/stakeholders/partners across programme sectors in C4D planning, implementation and evaluation in support of programmes/projects. Develop training materials for training activities, and revise and update them as necessary.
  • Assess and recommend potential contacts, networks, resources and tools to support maximum impact and outreach of C4D initiatives.
  • Support the section in review of the content of mass media promotion material, Information Education and Communication Material and technical presentations.
  • Plan and prepare for an emergency situation.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in one of the following fields is required: social and behavioral science, sociology, anthropology, psychology, education, communication, public health, public relations or another relevant technical field. First university degree (Bachelor's) in a relevant field (as identified above) combined with 2 additional years of relevant professional experience communication, participatory communication, communication planning, social mobilization, participatory research, training and impact evaluation of communication interventions and/or other directly related technical fields may be accepted in lieu of an Advanced University Degree.
  • A minimum of 2 Years (Two years) progressively responsible professional experience in one or more of the following areas is required: planning and management of social development programme planning, communication for development, public advocacy, adaptation and application of communication planning to specific programmes, social research, public health programming, communication for development, or another related area. Must have Knowledge and experience of the PEI programme and will be considered as an asset
  • Fluency in English is required. Knowledge of the local language of the duty station is considered as an asset.
