Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s China Office in Beijing supports and carries out work on (i) enhancing women's economic empowerment; (ii) ending violence against women; and (iii) innovative work to address gender issues in China. In addition to the above, UN Women also actively participates and contributes to various UN inter-agency processes and collaborates with UN organizations around specific programme areas.

The China Gender Fund (CGF) the programme designed in UN Women China Office to address all those emerging trends affecting the promotion of gender equality in China, gather data about these trends, and communicate them to duty bearers, so that the duty bearers can take actions to reduce gender-based discrimination. In the past few years, the CGF has addressed a wide variety of newly emerged gender issues in China: Gender and Climate Change, LGBTI rights, Gender and Migration, Gender Equality and Philanthropy, and Gender Equality and AI, etc. The CGF will continue to identify and address these types of gender issues as they emerge. The CGF supports innovative projects that: encourage gender advocates to promote and disseminate information and materials across a broad range of media; increase gender awareness and capacity of policy makers; support and raise awareness of successful local pilots; promote dialogue between women’s movements, policy makers, and UN and donors; and support targeted research, data collection, and analysis on the newly emerging gender issues to influence policy and strengthen advocacy efforts.

The CGF new strategy takes highlighted the need to enhance the measurement of the impacts of the CGF grantees’ projects beyond the grant term, and even helping grantees to scale up and have further impact. In line with this and recognising that the CGF is able to capture knowledge from across multiple projects, the new CGF strategic plan emphasises the need to systematize the knowledge management process and to better share the valuable insights arising from the work of grantees. In addition to promoting greater awareness of GEWE within China and globally, such efforts will increase CGF’s reputation and profile.

In order to ensure the availability of robust and relevant evidence-based data and information, UN Women will undertake research studies related to the areas identified in grant making, develop knowledge products highlighting best practices implemented by grantees that can be used as a model for scale up and develop policy briefs on key relevant themes related to CGF grant research per batch. These knowledge products will be shared across advocacy policy dialogues held during each batch of grant cycle which will further support duty bearers including policy makers to increase their knowledge on and make tangible connections between the identified emerging issues and how they impact on women and girls. In order to have this information accessible and available to the wider public, UN Women will establish an online knowledge management system including, linking with the UN Women regional and China’s web page.

UN Women will do this by creating a knowledge management system to capture the knowledge and lessons learnt from grantees and develop a diverse array of knowledge products which can be published and/or shared within China and throughout UN Women. UN Women will also develop a communications and marketing strategy to share key results and insights from past and present grantees to illustrate CGF’s cumulative results and profile grantee. Among the platforms that will be leveraged, the CGF will utilise UN Weibo and WeChat. This will be achieved through the support of the Knowledge Management and Communications consultant who will support the implementation of the communication and marketing strategy, also support the implementation of a resource mobilization and partnership strategy.

Since the Knowledge Management and Communications consultant is not on board yet because of the funding constraints, UN Women China office is seeking to recruit a short-term consultant to take the role from August 2022 to 15 Feb 2023, whose duties are as articulated below.

Duties and Responsibilities

Scope of Work

Under the overall guidance of CGF Programme Officer of UN Women China, the consultant is responsible for the following:

  • Support the establishment of the knowledge management system including coding, access, linking with UN Women regional and China’s web page
  • Support the development of advocacy tools (training module) for policy advocacy and impact.
  • Summarize two best practices and develop knowledge products on CGF per batch
  • Support the development of Policy briefs on key relevant themes related to CGF
  • Support the organization of the advocacy policy dialogues on key relevant themes related to CGF
  • Establish a CGF Partnership platform for CGF partners to share the most updated gender development (such as systematic online salons on 3 thematic areas)
  • Update CGF communication materials such as pamphlet/brochures.
  • Support the establishment a think-tank on gender equality, especially on external outreach and communication of think-tank, and
  • other communication tasks needed for the CGF.
