  • A minimum of three years of direct experience in the development of training delivery and/or development is required.
  • At least one year of experience in a peacekeeping or special political mission is required.
  • Experience in development of training standards and guidance is required.
  • Experience in working with a mixed team of civilian and uniformed personnel is required.
  • English is required.
  • French is desirable.

This is a P-5 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 10 years of experience, depending on education.

The salary for this job should be between 194,686 USD and 243,986 USD.

Org. Setting and Reporting

This post is located in the Department of Peace Operations (DPO), Policy, Evaluation and Training Division (PETD), Integrated Training Service (ITS). The Chief Training Officer reports to the Chief of ITS.

Responsibilities

Within delegated authority the Chief Training Officer will be responsible for the following: • Support the Chief ITS in ensuring coordination and harmonization among all forms of peacekeeping training within the Secretariat and missions. • Lead a team of civilian, military and police training experts engaged in training needs assessment, design, development, delivery and monitoring and evaluation of peacekeeping training in close coordination and cooperation with missions and other Headquarters entities. • Oversee the effective management of training needs identification, development, delivery, and evaluation for all forms of peacekeeping training in line with policy guidelines on peacekeeping training for all United Nations personnel. • Coordinate the preparation and review of annual training plans by missions and ITS. Coordinate the content and delivery of programmes, courses, and training modules within the overall peacekeeping training architecture and approved priorities. • Develop, maintain, promulgate, and monitor the implementation of peacekeeping training policy and standards, ensuring their compatibility with Organization-wide training standards. • Provide policy advice to the Chief of ITS on conceptual strategy development, and on management of the implementation of overall strategies, policies and procedures with respect to peacekeeping training. • Provide technical training guidance, advice, and oversight with respect to job-specific and technical training activities under the responsibility of DPO and DOS. • Develop partnerships with, and manage outreach activities to Member States, national and regional training institutions, United Nations system partner organizations, and external non-governmental organizations and institutions of learning and research. • Coordinate activities related to DPO/DOS-wide budget and funding for peacekeeping training, including provision of guidance to programme/project managers for budget preparation and projections, and to peacekeeping missions on budgeting for training. Coordinate and monitor training budgets of DPO/DOS. • Support fundraising and liaison with donor Governments and organizations for extra-budgetary support for specific activities. • Plan and oversee the management of activities undertaken by the assigned Team. Manage, supervise and carry out the work programme of the Team, ensuring that the work programmes and programmed activities are carried out in a timely fashion and coordinate the diverse projects in the Team. • Represent ITS and DPO-DOS at departmental and inter-agency bodies dealing with training issues as required. • Deputize for the Chief of ITS as required. • Undertake other duties and special assignments as requested by the Chief of ITS.

An advanced university degree (Master’s or equivalent) in human resources management, public or business administration or related fields is required. A first-level degree (Bachelor’s degree or equivalent) with a relevant combination of academic qualifications and extensive experience in training development, programme/project management may be accepted in lieu of an advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
