You have:

  • Advanced university degree (Master's degree or equivalent) in business administration, economics, transport management, logistics or supply chain management is required.
  • A first level university degree with a relevant combination of education, professional training, certification in multi-modal transport operations, and two additional years of work experience may be accepted in lieu of the advanced degree.
  • At least ten years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management, operations and supply chain management or related field is required.
  • At least six years of experience delivering movements support in deployed operational environments or field missions, four years at managerial level is desirable.
  • Experience in planning and supporting large scale transport or logistical operations is desirable.
  • Demonstrated experience in budget preparation and execution is desirable.
  • Experience in managing highly complex Redeployment/Drawdown operations in a conflict or post-conflict environment with scarcity of resources is desirable.
  • Fluency in English (both oral and written) is required.
  • A working knowledge of French is desirable.

Contract

This is a P-5 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 10 years of experience, depending on education.

Salary

The salary for this job should be between 162,201 USD and 203,275 USD.

Org. Setting and Reporting

The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), at Bamako. The incumbent ensures a well-organized, reliable, cost effective and operationally efficient movement control services for the transportation of both civilian and military passengers and cargo to/from and within a field mission are provided. The planning, coordination and control of multiple passenger and baggage/cargo movement activities simultaneously in accordance with the established procedures and deadlines is achieved. The incumbent coordinates the work of several units under his directed supervision to manage their immediate work objectives. The incumbent reports to the to the Chief Supply Chain Management in Mission Support Division.

Responsibilities

Within delegated authority, the Chief of Section, Movement Control Officer, P-5 will be responsible for the following duties: • Oversees all activities related to the movement of cargo and personnel in the mission by air, land, and sea through an integrated Joint Movement Coordination Centre (JMCC), which has aviation, MovCon and transport planning experts. • Provides guidance and technical advice in all aspects of transportation, including goods requiring special handling. • Advises Military/Police Contingents on all movement related matters. • Plans and coordinates the movement of Military/Police Contingent personnel and cargo, as well as UN cargo, using all practical means of transport. • Oversees Special Flight Requests for movement of passengers and cargo that cannot be accommodated on regular scheduled flights. • Ensures safe, efficient, and economical movement support is provided to meet operational and administrative requirements of the mission. • Develops Standard Operating Procedures (SOPs) and make recommendations for risk reductions and quality/cost improvements as/when required. • Establishes performance standards; improve the overall service quality/operational standards. • Develops long term plans and scheduling of the workload. • Oversee staff in the provision of professional movement control for personnel and freight. • Plans, guides, supervises, and evaluates the personnel of MovCon Section. Manage the allocation and rotation of appropriate work assignments. • Manages all personnel in MovCon assigned to him/her throughout the mission area of responsibility. Evaluates staff performance, interviews/evaluates candidates for job openings. • Develops Movement Contingency Plans (for example, a mission liquidation and evacuation plans). • Conducts reconnaissance and prepare reports on suitability of use of routes, staging areas, ports, airfields and road, transshipment points as and when required. • Coordinates with UNHQ, GSC and FSDH as well as with other UN agencies, NGOs, Government Agencies for movement related matters. • Oversees budget preparation for MovCon Section. • Assumes certifying officer responsibilities when assigned. • Prepares Scopes of Work for commercial transportation, customs clearance and freight forwarding services, prepare technical evaluations in response to bids for these services, monitor the performance of the contractor throughout the contract(s), monitor the expenditures under such contract(s) and write Contractor Performance Reports. • Conducts reconnaissance and prepare reports on suitability of use of routes, staging areas, ports, airfields and road transshipment points as and when required. • Performs other duties as required.

Work Experience

• At least ten (10) years of progressively responsible experience in movement control, multi-modal transportation, airline operations, logistics management, operations and supply chain management or a related field is required.

• At least six (6) years of experience delivering movements support in deployed operational environments or field missions, of which at least four years at managerial level is desirable.

• Experience in planning and supporting large scale transport or logistical operations is desirable.

• Demonstrated experience in budget preparation and execution is desirable.

Languages
