Org. Setting and Reporting

The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), at Bamako. The Chief of Section, Logistics is responsible for the overall management of the section, its program, staff and budgetary resources. The incumbent effectively leads and guides the diverse work groups to carry out assigned responsibilities towards the achievement of program objective.

Responsibilities

Within delegated authority, the Chief of Section, Logistics, P-5, will be responsible for the following duties: • Designs strategies for the implementation of logistics operations and exercises managerial and supervisory control over all logistics support required by the liquidation entity, which is usually a large and complex operation. • Develops, prepares, coordinates and monitors overall logistic support plans including logistics forecasting, supply schedules, priorities or requirements, and resolution of urgent, complex operational needs. • Ensures adequate logistics support to military, police, security and substantive components of the liquidation entity, and considers and approves cooperation and provision of logistics support to other UN AFPs operating in the liquidation entity area. • Supervises Section budget, its preparation and execution. • Monitors and coordinates all multifunctional logistic requirements between UN HQ and the liquidation entity. • Works closely with the Chief Supply Chain Management (CSCM) or the Chief Service Delivery (CSD) in the development of guidance and procedures for logistics support. • Acts as the principal liaison between the liquidation entity and Headquarters staff for logistics matters and coordinates day to day support of logistics operations. • Briefs the officials of the liquidation entity on a daily basis on the ongoing operation/requests and field situation. • Ensures that logistics requirements take account of gender-specific needs. • Advises senior management on logistics operations, structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy. • Leads logistics reconnaissance missions to various locations in the field in order to monitor the logistics support. • Organizes and chairs logistics meetings. • Develops a training program for logistics staff in coordination with the military and police components and the various administration sections. • Manages all civilian, military and police logistics staff assigned to him throughout the liquidation entity. • Establishes and coordinates the individual annual work plans and sets work standards. • Evaluates staff performance, interviews/evaluates candidates for job openings. • Assumes responsibilities of certifying officer when nominated. • Performs other related duties as required.

Forms strong partnerships with civilian/military involved in logistics operations. The decisions have direct impact on logistics support provided to the liquidation entity. Makes proposals to the liquidation entity logistics regarding support to military, civilian, police and security components, logistic support provided to UN Agencies, NGO or Host Nation. Develops and interprets working guidelines and standards. Proposes development and interpretation of the working guidelines and standards of the liquidation entity. Education

• Advanced university degree (Master’s degree or equivalent) in logistics, business administration, management, engineering, or related field. A first-level university degree with a relevant combination of academic qualifications and experience in areas such as transport or logistics operations/management, supply chain management, etc. may be accepted in lieu of the advanced university degree.

Work Experience

• A minimum of ten (10) years of progressively responsible experience in land or air transport, logistics operations in military, commercial or international organization, or related areas is required.

• At least two (2) years field experience handling complex logistics operations in an international organization or non-governmental organization is required

• Previous experience in the planning of support to downsizing and liquidation is required.

• Understanding of military operations in field deployments is desirable.

Languages

• English and French are the working languages of the United Nations Secretariat. Fluency in English (both oral and written) is required. Knowledge of French is desirable.

Assessment
