Org. Setting and Reporting

The position is located within the United Nations Liquidation Entity (MINUSMA) in Bamako. The incumbent reports to the Head of the Unit. The position involves assisting the Contract Performance Monitoring and Management Unit in the efficient implementation of service and goods’ contracts, to ensure that both parties are properly discharging their obligations.

Responsibilities

Within the limits of his or her delegated authority, the Associate Contracts Management Officer will perform the following functions:  Play a key role in the development and implementation of operational plans, standard operating procedures, initiatives and projects related to contract performance monitoring and management compliance;  Provide input from the Contract Management and Execution Monitoring Group to budget and procurement planning;  Oversee the contracting process, notably by providing input to the specifications and statement of requirements (including formulating performance standards and result indicators), as well as to local contracting committee presentations, establishing technical evaluation criteria, assisting in the evaluation of supplier proposals, and providing guidance during the development, drafting and negotiation of contracts;  Develop a quality assurance plan to provide a systematic and structured method for monitoring contract performance;  Assist in the development of contract risk assessments and risk management plans, including mitigation measures;  Develop contract compliance checklists and implementation plans;  Assist in the evaluation of contractor performance, including providing advice and taking action to remedy poor performance or non-compliance with contractual obligations.  Assist in the evaluation of contractor performance, including providing advice and taking action to remedy poor performance or non-compliance with contractual obligations;  oversee contract closures, including identifying, documenting and disseminating best practices and lessons learned, and carrying out the final evaluation of the contractor's performance from the perspective of the Contract Performance Monitoring and Management Unit;  Ensure the implementation of UN contracts in consultation with the Mission, Procurement Group and UN Headquarters stakeholders, as appropriate;  Liaise with other departments, including the Office of Legal Affairs, to handle claims and litigation, demand specific performance, enforce warranties and other contractual remedies;  In accordance with the terms and conditions of the contract, work to resolve conflicts or performance issues arising from poor performance or non-compliance with contractual obligations;  Draft relevant audit recommendations as required;  Maintain contract management and performance monitoring group files and records in paper and electronic formats, to ensure proper accountability;  Oversee and monitor, as required, performance indicators for UN staff working in the Contract Management and Performance Monitoring Unit;  Perform any other related duties as required.

Education

Advanced university degree (Master's degree or equivalent) in public or business administration, engineering, law or other related field required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of four (4) years of progressively responsible experience in in supply chain, project and contract management, logistics support or full-service contracting is required. Knowledge of UN rules, regulations and working practices is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written French and English is required.
