Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination and violence against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s China Office in Beijing supports and carries out work on (i) enhancing women's economic empowerment; (ii) ending violence against women; and (iii) innovative work to address gender issues in China. In addition to the above, UN Women also actively participates and contributes to various UN inter-agency processes and collaborates with UN organizations around specific programme areas.

The China Gender Fund (CGF) the programme designed in UN Women China Office to address all those emerging trends affecting the promotion of gender equality in China, gather data about these trends, and communicate them to duty bearers, so that the duty bearers can take actions to reduce gender-based discrimination. In the past few years, the CGF has addressed a wide variety of newly emerged gender issues in China: Gender and Climate Change, LGBTI rights, Gender and Migration, Gender Equality and Philanthropy, and Gender Equality and AI, etc. The CGF will continue to identify and address these types of gender issues as they emerge. The CGF supports innovative projects that: encourage gender advocates to promote and disseminate information and materials across a broad range of media; increase gender awareness and capacity of policy makers; support and raise awareness of successful local pilots; promote dialogue between women’s movements, policy makers, and UN and donors; and support targeted research, data collection, and analysis on the newly emerging gender issues to influence policy and strengthen advocacy efforts.

The CGF provides technical support for grantees such as RBM, CEDAW and advocacy to equip partners with capacity to achieve their goals. To bring larger impact on technical assistance on gender equality and women’s empowerment and CEDAW, UN Women plans to establish a GEWE and CEDAW Training Center to provide training to NGOs and individuals beyond CGF partners. Since many training centers in China are only open for government officials, such as the training center under every ministry. For NGOs and individuals who are interested in gender equality and CEDAW and want to be equipped with knowledge and capacity to advocate for gender equality, there is no place in China for them. Through the CGF, UN Women will establish a national Gender Equality and Women’s Empowerment and CEDAW (GEWE and CEDAW) training center within an existing education facility, to equip the training center with teachers and curriculum, to satisfy the needs for CSOs and individuals, for a better advocacy on gender equality and women’s rights.

For the GEWE and CEDAW Training Center, a mapping will be conducted of learning centres nationally, to determine an appropriate location for the learning hub. An assessment framework will be developed to identify an existing facility and/or a training centre with the capacity to provide knowledge and skills development support on a number of key gender equality issues. The selected facility will develop a curriculum on GEWE, informed by the CEDAW, and on how to conduct effective policy advocacy for impact and change. In order to share learnings across grantees, provinces and the country, trainings of trainers will be conducted to support the roll-out of the learnings among local stakeholders i.e. government officials, public and private service providers and other relevant stakeholders, and cross learning. These trainings will be is complemented by a training on advocacy, i.e. tools and resources to support the planning of advocacy activities, the use of data and evidence for advocacy, and the leveraging of social and mass media platforms.

Based on the purpose mentioned above, UN Women China office is seeking to recruit a short-term consultant for the above duration, whose duties are as articulated below. Under the guidance and supervision of the CGF programme officer of UN Women China, the consultant will help do the mapping.

The consultant promotes a client-oriented approach consistent with UN Women rules and regulations. The consultant works in close collaboration with the CGF and relevant parties to exchange information and ensure consistent service delivery.

Duties and Responsibilities

  • Develop an assessment framework to identify an existing facility and/or a training centre with the capacity to provide knowledge and skills development support on several key gender equality issues.
  • Conduct a mapping of learning centres nationally, including government owned training centers, and centers affiliated to universities in China.
  • Do an in-depth analysis of all the training centers mapped including their strengths, weaknesses, and possibilities of developing GEWE and CEDAW related curriculum.
  • Propose two appropriate training centers for UN Women to consider for final selection.
  • Compile a full report for the mapping, analysis, and proposal.

Selection Criteria

Applications will be evaluated based on the cumulative analysis.

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. The total number of points allocated for the technical qualification component is 100. Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task.
