JOB TITLE: Business Transformation Officer (IT) – Head of IT TYPE OF CONTRACT: International CST/Level I

UNIT/DIVISION: RBD DUTY STATION (City, Country): Nouakchott/Mauritania DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT: ORGANISATIONAL CONTEXT: Job holder reports to the Country Director or the designate, and work under the functional supervision of the Director, Information Technology (IT). Job holder works independently across multiple business areas establishing and managing effective working relationships with business counterparts to align business and IT needs. S/he uses substantial technical knowledge and experience to gather and analyse business needs, provide advice and deliver solutions.

JOB PURPOSE: Partner with the business to understand their vision, mission, needs and operating environment in order to transform business objectives into solutions exploiting IT capabilities. ACCOUNTABILITIES/RESPONSIBILITIES:

Support the development of functional work plans, ensuring compliance with widerWFP policies, standards and strategies Continuously improve guidelines, processes and procedures of Business RelationshipManagement, Business Analysis and IT Project Management functions

Build and nurture relationships with the business counterparts to understand andanticipate the direction of the business and ensure alignment of provider’s solutionswith changing business requirements and priorities Participate in identifying business needs and propose well-researched ideas for new orimproved systems, tools and processes that assist meeting WFP objectives Manage business expectations in servicing business needs and oversee success ofsolutions, seeking ongoing opportunities to support or increase the business value fromthose solutions. Propose change and continuous operational improvement that supports businesscapabilities, by defining needs, modelling the business and recommending solutionsthat deliver value for business priorities. Communicate business objectives, requirements and process flows, to ensure commonunderstanding and prioritization between stakeholders for their smoothimplementation. Test and perform in-depth analysis of IT solutions to ensure they address businessobjectives, needs, requirements and process flows efficiently and effectively. Manage estimates, business cases, planning, and risk identification to ensure thedelivery of IT solutions into the business to agreed time, budget, scope and quality. Manage IT team, providing coaching, training and guidance to ensure appropriate development and enable high performance.

QUALIFICATIONS & EXPERIENCE REQUIRED: Education:

You have

An advanced university degree (master's degree equivalent, BAC+4/5), computer science, data and information management, statistics, engineering or another relevant field. Experience:

You have At least five (5) years’ experience in Computer Science,engineering or other relevant field; Proven experience in planning, designing and implementing ITprojects; Experience / familiarity with the United Nations system and thelocal Mauritanian context will be considered an asset

Knowledge & Skills: Has the ability to effectively manage IT projects and superviseproject team members Has the ability to effectively analyse and translate userrequirements into new business processes and applications Has the ability to effectively forme strong partnerships withrelevant parties to help meet WFP’s IT requirements. Languages:

Fluency (level C in reading, writing and speaking) in English and French.
