Org. Setting and Reporting

This position is in the United Nations Multidimensional Integrated Stabilization Mission in the Central Africa Republic (MINUSCA) within the Radio Unit. The incumbent will be based in Bangui and will report to the Radio Producer.

Responsibilities

Within limits of delegated authority, the Broadcast Technology Officer will be responsible for the following duties: 1. Plans, develops, and oversees the implementation of public information broadcast technology projects, in close cooperation with the Mission’s Communications and Information Technology Section and other mission support and planning staff: a. Coordinates with Chief of Section/Unit and producers to determine and achieve performance standards for broadcast technology and related multi-media equipment and services; Interprets and implements requests from Public Information Unit. b. Advises on media standards, regulation, law and licensing frequency management and recommends corrective measures to improve service quality and operational performance. c. Installs, operates and maintains a diverse range of broadcast technology equipment, including broadcast consoles and other studio equipment, computer assisted radio automation systems, tools and software, studio transmitter links, FM, MW and SW transmitter systems, remote broadcasting equipment, including satellite interconnect systems and other associated ancillary systems and support equipment. d. Analyses and rectifies technical errors, develops and implements contingency plans to minimize service downtime in case of equipment failure. 2. Oversees the installation, operation, maintenance, repair, upgrade and management of all public information broadcast technology assets and related technical systems: a. In close cooperation with the Chief of Unit/Section and the Mission’s Communications and Information Technology section, establishes procedures for the operation and maintenance of studio and transmission equipment. b. Plans and supervises the technical reconnaissance of regional sites and remote broadcast locations. c. Provides planning support for rapid setting up of and operation of broadcast technology infrastructures across the mission area. d. Oversees the inspection, repair and maintenance of broadcast facilities, including transmitter sites and related broadcasting equipment in the mission area. 3. Coordinates the identification, evaluation, procurement, delivery of specialized broadcast technology equipment: a. Recommends and implements technical hardware and software improvements to enhance service delivery. b. Conducts research on new technology; keeps abreast of developments in the field; performs tests and recommends selection of broadcast technology and multi-media equipment. c. Provides inputs for annual technology and equipment budget. d. Evaluates vendor proposals and provides support for the development of specifications for procurement of equipment at the least cost and in the most expeditious manner. 4. Determines technology training and support requirements and oversees the provision of such training for national broadcast technology staff, and other public information staff requiring familiarization in the use of technology, as necessary. 5. Performs other related duties as required.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

Technical or vocational certificate in broadcast technology, telecommunications engineering or a related field is required.

Work Experience

At least 10 years of progressively responsible experience in the planning, implementation and management of complex broadcasting projects is required. Experience can be reduced to 5 years for candidates who possess a first level university degree. Experience supervising a team of broadcast technicians, Studio technicians or other broadcasting staff is desirable. Experience providing services to or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
