The Project aims to To increase the operational capacities and resilience of the national health system in Homs to provide secondary healthcare.

The Homs Health Directorate requested UNOPS to support the rehabilitation of one of the annexes of Homs Grand Hospital. This annex building consists of three stories:

The basement: operation room, X-rays units, storages, water treatment units and medical gasses room

The ground floor: emergency unit, kidney unit and outpatients' clinics.

The first floor: 16 rooms for in-patients each with a separate bathroom.

The building needs to be rehabilitated to mainly provide medical services for a kidney unit and an emergency unit, through UNOPS’s intervention, the hospital will be able to provide secondary healthcare services, particularly to increase the capacity of trauma and surgery services by restoring emergency unit, operation rooms, inpatients wards with the necessary facilities such as kitchen/laundry rooms for in-patient treatment.

During the 24 months duration of the project, the main activities of the project is to rehabilitate Homs Grand Hospital - Annex 1 including the Procurement, installation and commissioning of generators and solar photovoltaic (PV) hybrid systems to supply electricity at the hospital, in addition to the Procurement and installation of a medical waste management system to treat medical and infectious waste.

Functional Responsibilities

Under the direct supervision of the Project Manager, the biomedical Engineer is required to perform tasks that are relevant to part or all of the following list of duties and responsibilities ensuring their effectiveness, transparency and integrity:

• To liaise with the project team in preparing the assessment and technical studies properly, according to the criteria and standards required for the rehabilitation of the health facilities.
• Assist the project team and logistic team during the procurement of medical equipment;
• Assist the procurement/Contract unit in preparing and evaluation of tender documents.
• Review the selection and the relevant layouts of the medical equipment(s).
• Review and assist in approving Submittals of the relevant Technical Material and Shop Drawings submitted by the designers and contractors.
• Supervise testing, commission, training and handover of medical delivery to the beneficiary .

Technical tasks:

• Conduct site visits to the assigned health facilities and hospitals, to assess and identify the relevant rehabilitation needs and requirements for all buildings and departments of the targeted hospital.
• Conducting survey works and all relevant activities.
• Prepare detailed specifications for the required medical equipment in-line with the beneficiary requirements considering the latest available technologies. The consultant shall be able to identify the provisions required to operate the equipment(s) in a sustainable and safe manner.
• Examining all broken outdated medical equipment and devices, and identifying maintenance requirements.
• Identify the important missing equipment, devices, tools, furniture, etc. needed.
• Prepare all designs required in a proper and professional way concerning the medical components
• Prepare Bill of quantities and specifications of all required works in Arabic and English in accordance with the BoQ’s.
• Prepare estimated cost of all medical equipment.
• Ensure that all data and documents of the technical studies are of high quality and completed within the timeframe, and as per guidelines and TORs.
• Document all activities of work (taking photos, notes, measurement sheets, etc.).
• Submit all final documents of the technical studies to the project manager on time.
• Maintaining the confidentiality of work.

Education/Experience/Language requirements

Education:

• Bachelor's Degree in Biomedical Engineering from a reputable university is required.
• License/Board Certification in Biomedical Engineering is desirable.
• Advanced Degree (Master’s) or equivalent in Biomedical Engineering or related fields is a plus

Experience: - At least two 2 years of experience in biomedical equipment including sourcing and selection is required - At least 1 (one) years of working experience in project assessment, design, and rehabilitation projects for hospitals and health centers - knowledge in site preparation for heavy medical equipment such as CT and MRI is required. - Excellent skills in drafting using Autocad is a must. - Work Experience with an international Organization and/or UN Agencies is an asset. - High proficiency with computers, and other software/ platforms related to the position's field of expertise. Good experience in working with the G-Suite platform including, Google Drive, Google Calendar, Gmail, Google Sheets, Docs, and Slides is desired.

Language:

• Fluency in English is highly desired, intermediate English is required.
• Arabic language is required
