The situation in northern Mozambique is primarily a Protection crisis. As the conflict will soon reach its fifth year, the civilian population continues to be severely affected and targeted by the actions of Non-State Armed Groups (NSAG). Specific data on the displaced population records that an estimated 80% of the IDPs are composed of women and children. The actions of the NSAG have targeted the obliteration of any presence of the State, directly affecting the provision of services in areas where these were already severely limited prior to the attacks. Furthermore, the group directly targeted civilians as part of its military operations, either to terrorize the local communities by killing, kidnapping, and forcibly recruiting individuals, or by threatening attacks forcing pre-emptive flight. This has severely affected the communities, traumatizing individuals, many of which require specific service provisions. Cabo Delgado is likely to remain in the situation of non-international armed conflict in 2022. The strong response of the Mozambican Armed Forces, SAMIN and other international partners have enabled the effective control of parts of the territory that were under the control of Al Shabab. The physical presence of troops in the area is still to be matched by the effective implementation of basic services, particularly in the districts of Palma, Mocimboa da Praia, Quissanga, Macomia, and Muidumbe.

• Support the Sub-national Protection Cluster to implement field activities (assessments, implementation of services, etc), including direct engagement with partners, other clusters and the local government administration. • Elaborate essential documents, such as mission reports, situation analysis, and referrals of sensitive cases. • Organize regular protection meetings at district level and lead on behalf of the Protection Cluster; identify and follow up on main needs, gaps. • In coordination with members of the Protection Cluster, plan and monitor activities, in line with the Protection Cluster strategy. • Represent the Protection Cluster at the inter-cluster level including for reporting and sharing of information as well as mainstreaming of protection standards and inter-cluster assessments • Ensure liaison with thematic working groups (AoRs) under the protection cluster framework (GBV, Child Protection, House Land and Property). • Chair the Sub-national Protection Cluster in the absence of the Protection Cluster Coordinator • Mainstream protection throughout the conflict-induced IDP response, ensuring the observance of basic principles and standards on IDP response are observed. • The incumbent will have duty of enhancing communication, collection of information and analysis of protection data in the conflict affected area. The main trends, needs and gaps, in line with the available capacity, should guide the direct planning, response and advocacy. • Ensure an approach that is centered on the needs of the affected populations, taking particular consideration to children, women, disabled and elderly individuals. • The incumbent will be actively involved in resource mobilization, including in the Humanitarian Response Plan • Support the Protection Cluster to ensure that protection informs and shapes the overall humanitarian response and that the protection response is integrated into the Humanitarian Country Team’s common humanitarian action plan.

The position is based in Pemba, the capital of Cabo Delgado Province, in the north of Mozambique. Pemba is a D, Non-Family duty-station. . Cabo Delgado is bordering Tanzania, with a population of over 2.2 million individuals according to the 2017 census. The province, considered one of the poorest in the country, was hit by cyclone Kenneth in April 2019, which affected several villages, causing material damage and the displacement of many residents. The province has also been targeted by armed groups that have been attacking local villages since October 2017 to date. The number and intensity of attacks increased consistently in 2020. Communication and transport services are available at various costs. The housing market is healthy but quite expensive (from US$ 800 to US$ 1,500 per month). Pemba has one medium-large supermarket and one international airport. The metical is the local currency and exchange rate stands at USD 1 equivalent to about 63.8 meticais (MZN) as per April 2022. Pemba has 3 health facilities: ISOS clinic, CLIDIS private clinic and the Provincial hospital. There is a wide range of Banks and ATMs to meet financial needs. Credit/debit cards are accepted in most places. UNDSS-cleared hotels are available, with the rates differing depending on the availability and season. MOSS compliant apartments are available. The current operational circumstances require frequently long working hours. This is a stressful work context, making capacity for self-care critical. According to the security level system, Cabo Delgado is at level 4. Crime in Pemba and villages outside of the capital is concerning and UN personnel must remain vigilant and aware of their surroundings. Traffic accidents are common in Mozambique due to the poor condition of the roads and poor driving and vehicle standards.

Mozambique is a unique country and Pemba is a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
