Mocímboa da Praia District, located in Cabo Delgado Province in northern Mozambique, is a strategic hub for ongoing humanitarian and recovery operations and currently serves as a key focal point for UNICEF’s field presence in the region. In response to the protracted humanitarian situation affecting internally displaced persons (IDPs), returnees, and host communities, the Mozambique Country Office (MCO) conducted a comprehensive costing exercise to assess the efficiency and cost-effectiveness of different delivery modalities for emergency, nexus, and peacebuilding programming in vulnerable districts of Cabo Delgado, with a particular focus on Mocímboa da Praia. The results of the costing exercise demonstrated that the establishment of two operational hubs in the district capitals of Mocímboa da Praia and Mueda would provide the greatest overall benefit to UNICEF. This conclusion was based on an analysis of direct, indirect, intangible, and competitive cost–benefit elements, including efficiencies related to the utilization of staff time.
