Background of the Projects

The IPA Action Programme for Kosovo for the year 2020 foresees a specific Action for Construction of new premises for the faculty of Mathematics and Natural Sciences and the Faculty of Economics of the University of Pristina (IPA 2020/042090/07/ EU4 Education and Employment).

The EU office in Kosovo signed the Contribution Agreement with the UNOPS on December 13 2020 for the purpose of:

Preparation of the Detailed Design of new premises for the Faculty of Mathematics and Natural Sciences (FMNS) of the University of Pristina for about 2,841 students

Construction of the new premises for the Faculty of Mathematics and Natural Sciences (~12,800 m2)

The project duration is 42 months.

The main objective of the project is to contribute to support the Kosovo Government to improve quality standards in higher education, research capacities in Universities and transparency and accountability in Higher Education Institutions through the Design and Construction of the new premises for the Faculty of Mathematics, Natural Sciences of the University of Pristina. The new premises will create accessible, safe and environmentally friendly facilities for all, pursuant to European norms and standards.

The provision of modern, compliant to EU norms and standards infrastructure will greatly assist the Ministry of Education, Science, Technology and Innovation in achieving a higher degree of internationalization of research and support the development of research-based learning and teaching, including transversal and entrepreneurship training at all levels. Furthermore, the provision of the aforementioned necessary infrastructure will not only support the increased quality standards in higher education but it will also promote and contribute towards the inclusivity at all levels in the academic life of the University of Pristina and potentially in all Universities of Kosovo in the future.

Functional Responsibilities

The Associate Project Engineer is expected to support the implementation of the project activities through the provision of technical expertise and the application of best practices in the project implementation. The Associate Project Engineer, who is expected to assist the respective Project Manager(s) in all technical matters for project implementation including the preparation of tender dossier for awarding the Design Consultant and the Contracts for Works as well as design management during design stage and contract management and site supervision during construction stage.

Functional responsibilities

  • Assist the Project Manager in finalizing the Project Action Plan’s section related to the design and the construction of the new facility for the Faculty of Mathematics and Natural Sciences, with particular focus to the technical requirements and UNOPS Design Standards compliance.
  • Provide inputs to the Project Manager for the reporting to the Donor and the key stakeholders, on the trends and conditions in his/her area of responsibility.
  • Monitor closely and report on the design services’ progress against the schedule, including all issues encountered.
  • Administer the Design Consultancy Contract.
  • Inform and highlight any engineering issues to the Project Manager
  • Assist the Project Manager in updating the Project quality register, issue register, risk register and lessons learned log in the time frame stipulated by the Project’s strategic documents.
  • Review the technical quality and completeness of the design documentation.
  • Provide the support to selected consultancy to obtain the UNOPS Design Review Certificate.
  • Assist the Project team in preparation of solicitation documentation for the construction works of the new facility for the Faculty of Mathematics and Natural Sciences.
  • Assist the Project Manager in developing the work plan for construction of the new boarding facility at the selected location, to ensure its completion within the time, scope, quality and budgetary requirements defined in the Project Agreement.
  • Assist the Project Manager to develop the Health, Safety, Social and Environmental Plans according to UNOPS’ rules and regulations.
  • Monitor closely and assess the performance of the Supervisory Team of several engineering expertise, as agreed with the Project Manager.
  • Prepare quality management templates and ensure the monitoring of the quality of the works as per UNOPS Quality Management System.
  • Prepare the notes to the file in support of the changes.
  • Ensure all changes are within permissible variations and issue the variation instruction to support them.
  • Take timely action to prevent potential delays and/or cost overruns that can be avoided.
  • Report and recommend remedial actions regarding potential delays and/or cost overruns to the Project Manager (Infrastructure).
  • Under the delegated authority, provide supervision of the project work progress and quality for on-time project delivery.
  • Assist the Project Manager in monitoring and measuring the works progress through the agreed Bill of Quantities (BoQ) as per the contract.
  • Provide data and information about project work to the Project Manager (Infrastructure) for reporting purposes.
  • Provide weekly and monthly reports to the Project Manager (Infrastructure) detailing all project matters including quality, health and safety, environmental and financial, as well as any issues relating to possible delays, cost overruns, variations and any other matter as agreed with the Head of Office.
  • As tasked by the Project Manager supervise construction works and administer works execution as per the contractual provisions and the design specifications.
  • Support the overall management of works implementation to ensure construction works are completed on time, within budget and to quality standards.
  • Provide regular support of the project work progress and quality for on time delivery.
  • Assist the Project Manager in the preparation of project/contracts related documentations such as periodic progress reports, site monitoring reports, stakeholder meeting minutes, engineer’s instructions and variation orders, contractor’s bills review reports, certifications, client hand-over documents and contracts close-out reports.
  • Assist the Project Manager on reviewing projects detailed designs prepared by design consultants.
  • Support on preparation of solicitation documents for tendering such as BoQs, technical specifications, drawings
  • Oversee dimensional control and site surveying works, engineering control of the works etc
  • Perform other duties as may be reasonably required and in line with the above scope of services.

Education/Experience/Language requirements

Education

  • High School Diploma, with 6 years of progressively responsible experience in the field of Engineering or Bachelor’s degree with two (2) years of progressively relevant working experience.
  • Bachelor’s degree in Project Engineering, Architecture, Building or other related Construction Management field is considered an advantage.

Work Experience

  • A minimum of 6 years’ experience, related to the project requirements, in Project Engineering/ building construction management is required.
  • Relevant experience implementing works under complex quality, safety and environmental management plans is essential. 2 years’ experience of full time site management directing engineering technical trade staff is essential.
  • Experience in the UN system organizations and/or a developing country is desirable.

Language

  • Fluency in English is required, knowledge of the local language is required.

Certification

  • Driving license and ability to travel independently is required
