This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. After the initial fixed period, ADB has the option to renew the appointment for up to three years or allow it to expire. This decision is based on ADB’s overall interest in retaining the skills and experience of the staff for medium-term work program within the respective group, department, or office, while considering the availability of funding sources.

This vacancy is a local staff position. It is open only to nationals and residents of Thailand.

The position is assigned in the Thailand Resident Mission (TRM) within the Southeast Asia Department (SERD). SERD is responsible for maintaining client relations and delivering ADB assistance to countries in the Southeast Asian region. TRM supports country partnership and strategy (CPS), policy dialogue and client relationship, business development, knowledge management, project quality assurance, sector analytic work, and loan and technical assistance processing and administration in Thailand.

Job Purpose

The Associate Project Analyst will perform a full range of technical, analytical and coordination work for ADB’s technical assistance and projects in Thailand. The tasks will focus on project preparation and administration, and portfolio management, with a strong emphasis on using ADB’s project management and administration information systems. The position will also support activities relating to medium-term planning, strategy development, and sector diagnostics. The incumbent will report to the Country Director, TRM and/or designated International Staff.

Responsibilities

• Actively monitors project and technical assistance (TA) processing status and provides regular updates to TRM management and SERD Front Office; maintains dialogue and coordinates with government’s ministries/agencies, development partners and relevant stakeholders in support of ADB programs in Thailand. • Supports team leaders in project processing in selected sectors and coordinates the implementation of regional TA projects. • Supports sector assessments/planning, loan and TA processing, and acts as the National Staff-focal point for liaison with the Government and other development partners in selected infrastructure sectors. • With due guidance from relevant ADB staff, leads business development efforts in specific sectors or thematic areas, including relationship building with specific clients, research activities, development of ADB proposals, possible partnership exploration, presentation of concepts / proposals to clients, drafting of ADB format concept papers and support to ADB staff in taking concepts forward. • Actively participates in dialogue with the Government on infrastructure policy, regulatory and institutional reforms; and monitoring recent developments on policy, legal, regulatory and institutional developments in all infrastructure sectors. • Coordinates preparation of approval of changes in project scope and implementation arrangements, reallocation of TA/loan proceeds, change of loan financing percentages and extension of closing dates. • Coordinates TA consultant recruitment and paperwork with concerned departments/offices; and monitors submission of consultants' final billings and TA completion to ensure timely closing of TA accounts. • Extensively reviews regular reports on performance status of ongoing loan/grant/TA projects, achieving intended outputs/goals, and identifying problems encountered especially for "At Risk" projects. • Conducts analyses of contract awards/disbursements projection, monitors performance on contract awards/disbursements, and proposes actions to meet annual projections. • Prepares draft briefing notes and presentation materials for workshops, conferences, meetings and seminars. • Performs other duties that may be assigned and as reflected in the incumbent’s workplan.

Qualifications

Relevant Experience & Requirements

• Bachelor's degree in the field of Engineering, Economics or Finance or any related field . • At least 5 years work experience in one or more of the following: project administration/ coordination, portfolio management, and project processing. • At least 5 years work experience in business development, or business programming, or project origination efforts. • Former work experience and established relationships with key government agencies and ADB’s clients in Thailand will be an advantage. • Prior experience with multilateral or bilateral donors that have lending programs in Thailand will be an advantage. • Experience with development finance areas such as climate finance or urban development or SDGs will be an advantage • Strong analytical, problem-solving, and multi-task administration skills including through use of computer-based applications. • Sound understanding of a multilateral organization's procedures and practices related to TA and loan project processing and administration, including safeguards compliance. • Excellent spoken and written English capability that needs to be demonstrated through prior reports and work outputs. • Ability to conduct research, analyze and check data from external and internal sources, reconcile or explain inconsistencies, develop budgets, statistical calculations, and basic financial calculations. • Strong client focus and high level of commitment to results • Please refer to the link for the ADB Competency Framework for Administrative Staff Level 6.

General Considerations

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
