Since 2021, UNHCR has adopted a new Results-Based Management (RBM) approach and system for strategic planning, budgeting, monitoring and reporting. The overall purpose of this renewal is to support field operations in making decisions based on evidence, engaging in multi-stakeholder processes, and strengthening their accountability for protection and solutions results. In order to strengthen building of evidence in managing for results and making effective and timely operational decisions, the monitoring and evaluation (M&E) function is being strengthened in all UNHCR Offices. It is against this backdrop that UNHCR Burundi is implementing the Result Monitoring Survey (RMS) to monitor changes in the lives of all relevant groups of persons of concern (impacts) and in UNHCR's key areas of engagement (outcomes). The RMS represent an unprecedented opportunity to understand and demonstrate to our stakeholders how effectively we are changing the lives of persons of concern for the better.

The Associate Programme Monitoring and Evaluation Officer will provide guidance and support on monitoring protection and solutions strategies and coordinate with the other sections/units to ensure harmonized monitoring approaches at all levels and throughout the UNHCR Operations Management Cycle. The incumbent will work in line with the overall UNHCR directions which crucially require working with partners, including persons of concern, governmental institutions, and the private sector, ensuring that programme monitoring and evaluation are being approached as per UNHCR’s new result framework, renewed Strategic Directions, Global Compact for Refugees (GCR), and corporate positions on SDGs.

The incumbent is expected to have contacts within the Organization and outside the duty station, as well as with partners and other stakeholders related to programme monitoring. S/he is expected to work very closely with the Programme colleagues. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Chapter, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

This UNV assignment is subject to proof of vaccination against Covid-19 with WHO approved vaccine unless the UNHCR Medical Service approves an exemption from this requirement on medical grounds.

The Associate Programme Monitoring and Evaluation Officer will be under the direct supervision of the Senior Programme officer. The ideal candidate should have the ability to serve in a sensitive political context, coordinate multi-agency affairs, and collaborate with a wide range of stakeholders including development partners. the UN Volunteer will undertake the following tasks:

• Support the development and implementation of UNHCR’s system for monitoring protection and solutions strategies and results (impact, outcomes, outputs) in cooperation with relevant teams and promote a results-based monitoring culture throughout the operation and the Operations Management Cycle. • Support the development of Theories of Change and related Results Frameworks and the measurability of multi-year protection and solutions strategies and annual plans. Support evaluation planning for Results Frameworks.
• Contribute to the development and implementation of monitoring plans across all implementation modalities (partnerships, direct implementation, and operational partners), ensuring consistency and coherence of UNHCR’s monitoring activities and ownership of the Multi-Functional Teams. • Support setting up monitoring systems and indicator tracking, guiding teams on data collection methodologies and sources, age, gender, and diversity aggregation, and data reporting and sharing based on agreed protocols and standards, in close collaboration with evaluation, data, and IM staff. • Support coherence on monitoring standards, plans, tools, indicators, and resources across UNHCR and project partners and ensure that monitoring actions are grounded in protection and solutions principles and approaches. • Support senior management on monitoring findings and possible course-correcting actions, keep track of management decisions and follow-up actions and communicate monitoring findings to key stakeholders. • Cooperate and coordinate with partners and stakeholders to facilitate coherence of monitoring approaches and indicators across multi-partner initiatives and engage in UN fora on monitoring (UNSDCF, HRP, RRP, etc.), ensuring coherence and avoiding gaps and overlaps. • Guide and train UNHCR and partner staff in applying UNHCR’s results-based management monitoring standards and procedures. • Support processes to link monitoring to the operation’s evaluation and risk management plan. • Contribute actively to innovative solutions for monitoring and to UNHCR’s global community of practice on monitoring, facilitating the exchange of lessons learned across countries and regions. • Perform other related duties as required.

Furthermore, UN Volunteers are required to: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking an active part in UNV activities (for instance in events that mark International Volunteer Day). • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. • Assist with the UNV Buddy Programme for newly arrived UN Volunteers. • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Other skills/experience and qualifications:

Essential:

Demonstrated experience in programme monitoring including familiarization with the OMC and sound knowledge of Results Based-Management. Demonstrated experience in field operations, programme monitoring, and sound knowledge of the centrality of protection in programming

Desirable:

• Demonstrated experience in coordination within an Inter-Agency context and with other actors, in a refugee or humanitarian context. Sound experience in program monitoring training and capacity-building activities. • Excellent oral and written skills; excellent drafting, formulation, and reporting skills. • Accuracy and professionalism in document production and editing. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • The incumbent must be able to fluently speak and write in French, but English would be an advantage. Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment. • Sound security awareness. • Have affinity with or interest in volunteerism as a mechanism for durable development, and the UN System.

Bujumbura is classified as Security level 2. Caution is therefore always advised in the interior of the country as well as in the capital. Bujumbura is a family duty station.

Social indicators show that 70% of Burundi's population lives below the poverty line. The UN security service has certain security standards that all housing must meet, and UN volunteers receive an allowance to ensure that these standards can be met. The electricity supply is erratic. Therefore, an alternative source of electricity supply (e.g., the use of a generator) should be installed at the residence.

Houses are available for rental, for an approximate rent of 500 US$ to 1000 US$ per month.
