I. MAJOR RESPONSIBILITIES

  • Oversee the comprehensive operational contract compliance for the RMNCI+M implementation, encompassing procurement, financial management, contractual obligations, as well as regulatory adherence.
  • Advise program teams on resource integration options to meet match requirements of grants and on recovery of indirect and field ministry service costs for grants and private funding.
  • Lead the development of the annual program team operating budget, monitor actual performance, develop project projections, and manage administrative tasks of the project.
  • Review and/or generate financial reports for compliance with the USAID’s requirements.
  • Analyze spending trends and provide feedback and analysis to team leaders and field colleagues on areas with significant over- or under spending.
  • Prepare close-out documentation at end of the project funding cycles in compliance with government regulations.
  • Support Internal and External audits, provide required information and facilitate audit recommendations implementation.
  • Consult with the National Office Financial Manager and World Vision US Senior Financial Officer on cost allocations, general accounting, internal controls and administrative systems as required.
  • Implement financial policies in accordance with World Vision Field Financial Manual, USAID’s rules and regulations, and local financial regulations.
  • Practice standard financial systems, including implementation of good internal controls, asset monitoring, and reconciliation of all funds accounts.
  • Oversee the preparation of financial documents and ledgers.
  • Assure that all grant policies and regulations are adhered to in the charging of cost.
  • Assure that cash transactions are well planned, controlled and reported.
  • Liaise with appropriate partner offices regarding financial and accounting issues.
  • Build capacity in the area of finance as needed for WV staff and subrecipient personnel.
  • Domestic travel is required at least 25% to monitor and conduct compliance test.
  • Perform other duties as assigned.

II. QUALIFICATIONS AND JOB REQUIREMENTS

  • Master’s degree in finance, business administration, accounting, or a related field, OR a bachelor’s or certified accounting degree with 10 years of experience
  • Minimum five years’ experience in administrative and financial management of large (defined here as having an annual budget of $2M or more), complex development contracts or agreements serving low-income and middle-income countries (LMICs).
  • Demonstrated experience and skills in developing and managing large budgets and familiarity with USG financial reporting and compliance requirements.
  • Demonstrated experience working in partnership with U.S. Government agencies is required. A certificate and/or formal training in financial and award management of USG grants/agreements is preferred.
  • Excellent command of Excel and SunSystems.
  • Experience living and working in Burundi is required.
  • Must be able to work in a cross-cultural environment.
  • Must be able to work with multiple deadlines and high demands.
  • Ability to handle sensitive and confidential information with absolute discretion.
  • Work in an international relief and development organization is preferred.
  • Knowledge of local taxation laws is preferred.
  • Experience in managing inter-agency consortiums is preferred.
  • Language: Fluency in English and French required.

III. WORKING ENVIRONMENT

  • Work environment: Office-based
  • Travel: 30 % Domestic travel is required.
  • On call: As required
