The Dadaab refugee Operation, located in north-eastern Kenya, is home to more than 278,000 (233,000 registered and 45,000 profiled pending official registration) refugees and asylum seekers from 10 different countries. Majority are from Somalia followed by Ethiopia. Children and youth constitute approximately 80% of the registered refugee population. In general, refugees and the host community members continue to live in harmony due to their ethno-religious similarity. Nevertheless, the continued increase in the number of arrivals over a protracted period, compounded by minimal prospects for livelihood options and the Government’s encampment policy, present challenges to peaceful coexistence and social cohesion. This is attributed mainly to increasing competition over scarce resources.

Additionally, the host community in Dadaab is mostly pastoralist with limited opportunities to alternative livelihoods options such as agriculture due to the harsh and dry weather conditions in the arid and semi-arid region (ASAR) of the country.

For years, refugees and other persons of concern (PoCs) have been dependent on humanitarian assistance in Dadaab. With minimal livelihood and self-reliance opportunities, this has heightened their expectations that protection and solutions can only be secured through dependency on external actors. This has resulted in low refugee participation and increased challenges in sustaining the available assistance programmes.

Within the delegated authority and under the supervision of the Snr. Protection Officer or his/her designated mandated representative(s), the UN Volunteer will be required to perform the following duties and responsibilities: · Support data collection through the UNHCR Corporate registration tool, proGres v4; · Where indispensable, design/develop supplementary data collection tools/templates that are in synchrony or compatible with the corporate tool. · Monitor data-related activities, information systems including data synchronization. · Support the registration of PoCs including enrolment in BIMS. · Administer/trouble shoot applications and field server machines and/or related devices. · Monitor PRIMES user management, user accounts, and access permissions. · Closely monitor to ensure quality data collection, data accuracy and consistency. · Analyse data and produce various standard reports and dynamic dashboards. · Produce statistical reports for various units aimed at evidenced-based decision making. · Assist with capacity building on the use of new tools/templates on mobile devices i.e., tablets, smartphones, etc., developed for specific purposes based on need and conduct other IMO related trainings. · Assist with configuration of data tools as appropriate. · Conduct data clean up and related activities to ensure data credibility. · Assist with the production of maps to facilitate operational activities including volrep; · Assist with data transfer from Dadaab Business Unit to destination country units. · Support in creating assistance plans and generate manifest for Global Distribution Tool (GDT). · Prepare monthly statistical reports/dashboards for the Dadaab Operation. · Undertake other duties/responsibilities that may be assigned by Supervisor or snr. management.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

· Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day). · Be acquainted with and build on traditional and/or local forms of volunteerism in the host country. · Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. · Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc. · Assist with the UNV Buddy Programme for newly arrived UN Volunteers. · Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

· Flexibility: adaptability and ability to live and work in potentially hazardous and remote conditions, involving physical hardship and little comfort; to operate independently in austere environments for protracted periods; willingness to travel within the area of operations and to transfer to other duty stations within the area of operations as necessary;

· Genuine commitment towards the principle of voluntary engagement, which includes solidarity, compassion, reciprocity and self-reliance; and commitment towards UNHCR mission and vision, as well as to the UN Core Values.

More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO).

This UNV assignment is subject to proof of vaccination against Covid-19 with WHO approved vaccine, unless the UNHCR Medical Service approves an exemption from this requirement on medical grounds.
