Org. Setting and Reporting

This position is located in the Vacancy Management Unit of the Human Resources Management Service, Division of Administration, United Nations Office at Geneva. The Associate Human Resources Officer reports to the Chief of the Unit.

Responsibilities

Within delegated authority, the Associate Human Resources Officer will be responsible for the following duties: • Provides advice and support to managers and staff on HR policies, guidelines and procedures related to staff selection system and the use of inspira. • Coordinates with client offices in identifying upcoming vacancies. • Prepares vacancy announcements, reviews applications, and provides a short-list to clients’ offices. • Reviews recommendations on the selection of candidates by client offices. • Provides ex-officio and premium recruitment services to UNOG, other clients in Geneva and other UN Common System entities as part of UNOG memorandum of understanding. • Serves as ex-officio in interviews and panels. • Prepares and presents cases to the Central Review bodies and Senior Review Group or other appointment and promotion bodies in other UN Common System entities. • Provides support to the work of the Geneva Central Review Bodies. • Provides support with the monitoring of HR scorecards and analysis of HR data for UNOG senior management. • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Assists the Unit with the administration of non-staff personnel and of Junior Professional Officers. • Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs. • Co-facilitate training sessions for staff on various recruitment and inspira-related topics. • Provides career counselling/coaching to staff members. • Keeps abreast of developments in various areas of human resources. • Contributes to policies, SOPs and procedures on HR. • May prepare classification analysis of jobs in Professional and General Service and related categories. • Provides guidance to programme managers on the application of classification policies and procedures. • May perform other HR and administrative duties as required.

Education

An advanced university degree (Master’s degree or equivalent degree) in human resources management, business or public administration, social sciences, education or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in human resources management is required.

Experience in providing recruitment services to UN Common system entities is required.

Experience in drafting recruitment reports for senior-level appointments (P5 to D2) in English and French is required.

Experience in providing coaching/counselling services to employees is desirable.

Experience in delivering HR workshops is desirable.

One year or more of experience in data analytics related to recruitment or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
