Org. Setting and Reporting

The Human Resources Section (HR) in the Division of Programme Support (DPS) at ITC aims to have the right people with the appropriate skills and competencies to achieve its strategic and operational goals while providing an enabling and supportive work environment. The HR Section covers all areas of talent acquisition and management, including recruitment, contractual services, personnel administration, learning and development, staff well-being and policy development and review. HR serves as an active listening partner throughout the Organization to ensure it is providing value-add services to meet its corporate mandates and priorities.

Responsibilities

Under the direct supervision of the Human Resources Operations team lead and overall guidance of the Chief of Human Resources, Division of Programme Support, the Associate Human Resources Officer will be responsible for the following duties: • Provides advice and support to managers and staff on human resources related matters. • Keeps abreast of developments in various areas of human resources. • Coordinates with client offices in identifying upcoming contract extensions and separations. • Prepares administrative cases for review, reviews special post allowance cases, and provides inputs for HR reports, as needed. • Monitors and coordinates the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts of consultants, individual contractors, and other affiliate personnel. • Supervises the maintenance of the human resources filing system. • Organizes and coordinates the Internship Programme. • Administers and provides advice on salary and related benefits, travel, and social security entitlements. • Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules. • Reviews the applications for internship programmes; handles correspondence with applicants. • Identifies and presents training needs in HR Administration and designs programmes to meet identified needs through HR Briefing sessions. • Provides induction orientation and briefing to new staff members. • Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Performs other duties, as assigned.

Education

An advanced university degree (Master’s or equivalent) in human resources management, business or public administration, social sciences, education or related field is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in human resources management, administration or related area is required. Experience in administration of benefits and entitlements is desirable. Experience in an Enterprise Resource Planning (ERP) system in HR management is desirable. Experience in administering consultants and individual contractors is desirable. Experience in administering internships is desirable. Experience working within the UN system is desirable. Experience in managing a team is desirable.

Languages

Fluency in English is required. Knowledge of French is desirable Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
