Org. Setting and Reporting This temporary job opening is located in the Executive Office of the Department for General Assembly and Conference Management in New York. The incumbent reports to the Deputy Executive Officer under overall supervision of the Executive Officer.

Responsibilities Within delegated authority, the Associate Human Resources Officer will be responsible for the following duties:

•Coordinates the full range of staff and human resource support, i.e. staff recruitment and promotion, performance appraisal, workforce planning, training and career development, and personnel administration of staff ensuring consistency in the interpretation and application of the Staff Regulations and Rules and related personnel policies and directives; •Prepares job openings and reviews applications. •Reviews recommendation on the selection of candidate by hiring managers. •Prepares and presents cases for filling of vacancies to Central Review Bodies. •Serves as ex-officio in competency based interview panels. •Monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions, maintenance of staffing tables, and processing of contracts. •Supervises the maintenance of the human resources filing system. •Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules. •Advises on matters of Administration of Justice. •Maintains contact with other Secretariat bodies, in particular the Office of Human Resources, the Office of Programme Planning, Finance and Budget, and the Department of Operational Support. •Reviews the applications for internship programmes; handles correspondence with applicants. •Provides advice and support to managers and staff on human resources related matters. •Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs. •Provides induction orientation and briefing to new staff members. •Provides guidance to programme managers on the application of classification policies and procedures. •Prepares classification analysis of jobs in Professional and General Service and related categories. •Keeps abreast of developments in various areas of human resources. •Prepares reports for analysis from a variety of sources. •Perform other duties as required.

Education A first-level university degree in human resources management, business or public administration, social sciences.

Work Experience A minimum of two years of experience in human resources management and human resources administration is required.

No experience for candidates who have passed the Young Professionals Programme Examination/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required.

Experience in human resources Enterprise Resource Planning such as SAP Umoja or similar, is required.

Experience working with a recruitment module/talent management system such as Oracle People Soft (Inspira) or similar applications is required.

Experience within the UN system or another international organization is required.

Experience in data analytics, information management or related area is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice This position is available for six months with a possibility for extension. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

This temporary job opening may be limited to “internal candidates,” who have been recruited through a competitive examination administered according to staff rule 4.16 or staff selection process including the review of a central review body established according to staff rule 4.15.

Staff members of the United Nations common system organizations who will reach the mandatory age of separation or retirement within the duration of the current temporary need period are not eligible to apply.
