Org. Setting and Reporting

This position is located in the Thematic Support Section (TSS), Corruption and Economic Crime Branch (CEB), Division for Treaty Affairs (DTA) of the United Nations Office on Drugs and Crime (UNODC), in Vienna. The incumbent will work under the direct supervision of the Chief of the Section and the overall guidance of the Chief of the Branch. Responsibilities

UNODC serves as the Secretariat of the Conference of the States Parties to the United Nations Convention against Corruption (UNCAC), including its Implementation Review Mechanism. The Anti-Corruption Global Programme is a technical assistance programme being offered by UNODC to provide capacity-building assistance to Member States to effectively implement UNCAC. Within the framework of the Global Programme, particularly through its Global Resource for Anti-Corruption Education and Youth Empowerment (GRACE) initiative, UNODC/CEB has supported youth empowerment, digital innovation and educational activities aiming to create a culture of integrity among children and youth. The incumbent will serve as the focal point for youth-related aspects of CEB’s work, supporting the implementation of educational and youth empowerment activities focusing among other things on including digital innovation, while also identifying opportunities for youth engagement in general and with regard to the 11th Conference of the States Parties to UNCAC. Within assigned authority, the Associate Crime Prevention and Criminal Justice Officer (Anti-Corruption) will be responsible for the following specific duties: • Contribute to the implementation of the GRACE initiative and other projects that entail a youth component and identify needs, gaps, challenges and opportunities for youth engagement. • Support the implementation of activities related to digital innovation and social entrepreneurship by, among other things, advancing UNODC’s Coding4Integrity initiative. • Keep abreast of developments in the area of digital innovation, artificial intelligence and emerging technologies and identify technical partners for UNODC’s Coding4Integrity activities. • Support the implementation of the youth component of the road map to advance non-governmental actors involvement in the fight against corruption, supporting the mainstreaming of the youth agenda across CEB’s Programmatic activities and projects. • Guide the work of the members of the GRACE YouthLED Integrity Board, organize regular meetings and facilitate contact between the members of the board, focal points in the anti-corruption hubs, other stakeholders and relevant officials of national, regional and international organizations. • Contribute to interagency cooperation activities with UNODC colleagues working on youth-related programs. • Provide support to other thematic programmes and projects, including the development of policy papers, guidebooks, and fact-based analysis, as well as knowledge products tailored to the work of the Branch. • Provide input to the development and implementation of technical assistance including in follow up to the UNCAC implementation reviews and programmes. • Keep track of programmatic and administrative tasks necessary related to the GRACE initiative and other CEB thematic programmes, as requested, including tracking and measuring performance outputs and indicators, policy and operational objectives, drafting project progress reports, and ensuring preparation of related documents in a timely and efficient manner. • Support the development and dissemination of promotional materials, as requested, about the GRACE initiative and other CEB thematic programmes to the media, the donor, civil society, sports organizations and relevant governmental officials (such as, media advisories, press releases, background notes, fact sheets and other publications). • Contribute to briefing notes and presentations for UNODC, donors and others, as requested. • Contribute to the collection and analysis of data as well as identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties and responsibilities as requested.

Advanced university degree (Master’s degree or equivalent) in law, international relations, political science, business administration, management, or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree and no experience will be accepted for candidates who have passed the United Nations Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P).

Work Experience

A minimum of two years of relevant professional experience at the national or international level in youth-related anti-corruption related policy or programme management OR the successful completion of the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P) is required. Work experience in the area of youth empowerment or establishing and managing of youth-led networks is desirable. Experience in organising hackathons or developing activities related to digital innovation is desirable. Experience in developing relevant youth-focused knowledge products is desirable. Experience in data analytics or related area is desirable. Experience in an international organization and/or with the United Nations System is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official languages is an advantage.
